The Air Force Civilian Service (AFCS) is looking for a Full-Time Procurement Analyst (Resource Advisor) NH-1102-03 to work with the 21st Contracting Squadron (CONS) at Peterson SFB in Colorado Springs, CO.

21CONS supports Space Base Delta 1, Combat Forces Command (CFC), Headquarter (HQ) missions, NORAD/North.

Command (N/NC), U.S. Space Command (USSPACECOM), and other AF units.

Unlimited Warranted Contracting Officer and Procurement Analyst, providing business advice to acquisition teams.

Manages the organizational warrant program and collaborates with senior leadership to develop and implement guidance and acquisition reforms.

Position requires the employee to obtain an unlimited warrant within twelve (12) months of assignment to the position, and to maintain the unlimited warrant.

SALARY RANGE: $76,463 - $118,204 (without locality).

Qualifications/Requirements

Manages the organizational warrant program and collaborates with senior leadership to develop and implement regulatory policy and acquisition reforms.

  • Handle daily business operations and resource management while leading the formulation and implementation of comprehensive acquisition training and regulatory policy. This role involves developing instructional materials to address policy revisions and recurring errors, serving as a disputes officer for vendor-contractor discrepancies, and providing authoritative interpretation of complex issues affecting the organization. By representing the directorate across functional areas and ensuring teams provide expert customer guidance, foster improved acquisition practices, and ensure mission-aligned policy execution.
  • Squadron Resource Advisor and Approving Official for GPC and DTS, overseeing budget formulation, financial execution, and environmental programs while representing squadron interests at the Financial Working Group.
  • Represents the organization by providing expert guidance, resolving complex issues through policy interpretation, and conducting comprehensive training to improve acquisition practices and ensure regulatory compliance.
  • Knowledge of procurement regulations and principes, Federal Acquisition Regulations, Executive Orders, DoW, Air Force and MAJCOM/FIELDCOM policies, regulations, and procedures and a wide range of contracting methods and types.

  • U.S. Citizenship Required.
  • Must be able to obtain & maintain a Secret Security Clearance. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

  • Employee must within 30-days of assuming this position, employee must file an OGE-450, “Confidential Financial Disclosure Report,” and by 31 October annually thereafter. Employee is required to attend annual ethics and procurement integrity training.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • As a condition of employment, this position requires the employee to obtain an Unlimited warrant within twelve (12) months of assignment to the position, and to maintain the Unlimited warrant. As an 1102 job series, a Contracting Professional Certification or equivalent (Level I, II, or III) is required within 36 months of hire.
  • Skill in fact-finding, problem resolution, and development of concrete action plans to solve problems.
  • Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
  • Ability to identify problems and develop innovative solutions.
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
