The primary purpose of this PROGRAM MANAGEMENT SPECIALIST NH-0301-02 position is to serve as a Program Manager within the Production Section, this position is responsible for production management in the repair, overhaul, manufacture, and modification of complex weapon systems and associated assets, encompassing long-range, mid-range, and short-term perspectives.
SPECIALIZED EXPERIENCE: Applicant must have, or within 120 days of the closing date of this announcement will have, 3 years general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General experience is described as: Assisting with performing studies, analyzing data, preparing plans, reports, agreements, tracking action items, monitoring support effectiveness with respect to program management, determining appropriate recommendations for unresolved or questionable problems, and providing briefings to management when necessary.

EDUCATION: Applicant must have successfully completed a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and\or strategic sourcing.
- Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
- Knowledge of overall missions, function, and organization of the agency or component.
- Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relationships with all individuals and organizations.
- Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.

Responsibilities:
- Propose plans and activities to meet the needs and requirements of program management and provides briefings to management when necessary.
- Assist and participate in the activities of the organization, ensuring that logistics workforce management related operations comply with legal and regulatory requirements and meet customer needs.
- Participate in special logistics workforce related operation projects and initiatives and performs special assignments.
- Represent the organization with a variety of installation and functional area organizations.
- Research and determine or recommend appropriate actions or interpretation of issues that impact organization, installation, command, or agency.
