This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
Salary ($127,624 - $165,917) based on experience.

Qualifications/Requirements
In this position you will serve as a supervisor, providing planning, directing, organizing and exercising control over nonsupervisory employees assigned to the Program Management division of the 67 Cyber Wing (CW). You will serve as the Chief of Assessments, Analysis, and Lessons Learned, and provide the highest quality advice to the Wing Commander on matters pertaining to operational assessments, qualitative and quantitative analytical research, and the management and implementation of lessons learned. You will ensure that Wing operations, activities, and investments are informed by, aligned with, and contribute to operational outcomes to maximize the Wing’s capability to meet United States Cyber Command (USCYBERCOM), Air Combat Command (ACC), and Air Forces Cyber (AFCYBER objectives. The incumbent is responsible for establishing, directing, and maintaining a program to conduct comprehensive analysis of 67 CW cyberspace operations and other operations in the Information Environment. Conceive assessment strategies to measure Wing performance and effectiveness, and advocate for change management based on assessments and analysis.
Must be a U.S. Citizen
Must be able to obtain and maintain a “Top Secret” Security clearance with eligibility to Sensitive Compartmented Information (SCI)
This position is designated as a Drug Test Designated Position
Incumbent must possess recent experience conducting research on USAF Cyber Mission Force operations and Air Force contributions to CMF work role training and cyber capability development.
Incumbent must possess prior experience in managing an independent research program, to include designing, deploying, analyzing, and presenting pertinent findings.
Incumbent must exhibit a high degree of judgement, resourcefulness, originality, and the ability to foresee the impact of changing technology.

- Expert knowledge of all categories of United States Cyber Mission Force (USAF CMF) mission sets, including offensive cyberspace operations (OCO), defensive cyberspace operations (DCO), and defensive cyberspace operations – response actions (DCO-RA).
- Knowledge of 67 CW categories of support to CMF operations, including CMF work role training, cyber capability development, cyber range engineering, and cyber tool operational testing.
- Expert knowledge of strategic, operational, and tactical aspects of OCO including historical strategic and operational objectives supported by OCO, the mission package approval process, variations in infrastructure, tools, mission types, and authorities, and methods of OCO assessment.
- Knowledge of the Joint Planning Process (JPP) and joint assessment doctrine.
- Expert knowledge and skill to design, execute, and interpret quantitative and qualitative methodology and statistical techniques for assessing relevant outcomes, to include Measures of Effectiveness and Measures of Performance. Ability to interpret findings and summarize results, while communicating recommendations in language appropriate for diverse audiences, and include senior leaders.
- Ability to recognize and analyze problems, conduct research, summarize results, and identify and apply appropriate solutions for ensuring program success. HIGHLY DESIRED
- Doctoral degree in a field such as history, anthropology, sociology, or other disciplines requiring complex research programs integrating qualitative and quantitative analysis. - Previous experience presenting at academic conferences and publishing in peer reviewed journals. - Previous experience researching and writing papers on cyberspace operations and service cyber component contributions to CMF readiness. - 4 years of previous experience designing and executing complex research projects synthesizing qualitative and quantitative data. You will be evaluated for this job based on how well you meet the qualifications above.
