The primary purpose of this position is to serve as a Human Resources (HR) Specialist under the direct guidance of a Senior HR Specialist, performing a variety of administrative duties in support of civilian personnel programs for the Civilian Personnel Flight (FSC) located within the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma. This position is intended to develop incumbents who can deal effectively with change and complexity within the Air Force environment as it relates to their career field; to perform the full range of administrative personnel work, to apply the training and/or education received and complete developmental assignments and training outlined in the formal training & development plan. Provides a wide range of management advisory services regarding affirmative employment, special emphasis programs, community outreach, recruitment, special hiring authorities, VERA/VSIP, and Reduction in Force (RIF) avoidance. Monitors an assigned segment of the activities as routinely assigned to the immediate office and within the 72d Force Support Squadron (FSS) mission and functional responsibility. The full performance (target) level of this position is NH-03. Incumbent must meet all regulatory training requirements prior to promotion to the target grade. The incumbent will receive formal, informal, and/or on-the-job training in the specialty area, and assignments will become progressively more difficult in nature. Assignments at this level are designed to provide the knowledge, skills, and abilities (KSAs) required to successfully perform the duties at the full performance level. The NH-0201 ACDP training plan will be used to ensure KSAs are met throughout throughout the developmental program in accordance with AFSC and Air Force Materiel Command (AFMC) AcqDemo Business Rules. Requirements: Obtain & maintain a security clearance Knowledge, Skills, and Abilities (KSA): 1. Knowledge of a wide-range of federal human resource management program requirements, HR principles, concepts, practices, and analytical techniques. 2. Knowledge of the provisions of a variety of public laws, executive orders, and federal regulations regarding recruitment and placement, affirmative employment, and other civilian personnel programs. 3. Knowledge of HR processes sufficient to identify and develop solutions related to program improvement in one or more HR specialties. 4. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of recruitment. 5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly in writing and orally. 6. Ability to communicate effectively with others, both orally and in writing, and to establish and maintain effective and positive working relationships.
