The primary purpose of this position is to serve as Lead, Project Management (PM) or Lead, Customer Requirements Management (CRM) for the Plans, Programs, and Resources Branch of the 72 ABW Communications Directorate. The Lead is responsible to supervisors and managers for assuring the work of his/her assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities. This position performs official lead duties over subordinate information Technology (IT) professionals with primarily journeyman level job experience. He/she directs/oversees projects and assignments related to base level planning and implementation of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C41SR) capabilities; recommends optimum modernization and sustainment options to include technical and economic trade-offs to integrate existing subsystems and determine the best implementation path to meet customer requirements; oversees customer IT requirements from receipt through acquisition, development, installation and/or implementation; develops, reviews, processes, and maintains support agreements on behalf of the Communications-Computer Systems Office (CSO); and manages requirements within the Cyberspace Infrastructure Planning System (CIPS) used to authorize funding for vital unfunded C4 efforts. Requirements: - Financial management statement - Obtain & maintain a security clearance -Cyberspace qualification is a condition of employment. This position includes cyberspace work as a paramount duty requirement. DoDM 8140.03, para 4.2.a.(2) requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and residential qualification requirements within 12 months of assignment to a cyberspace work role. An extension waiver of up to six-months may be granted per DoDM 8140.03. Failure to maintain the proper foundational and residential qualifications may result in removal from this position. Knowledge, Skills, and Abilities (KSA): 1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance. 2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance. 3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs. 4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs. 5. Knowledge of methods of supervision to hold others accountable for measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals. 6. Ability to plan, organize, and direct the functions of a unit and mentor, motivate, and appraise subordinate staff.
