Air Force Nuclear Weapons Center (AFNWC) is currently seeking: one full-time Human Resources Specialist to work in the AFNWC Manpower and Personnel Directorate at Hanscom Air Force Base near Bedford, MA. The position is an NH-0201-04, which has a typical 2026 salary range of $142,452 - $197,200. The purpose of the position is to serve as the Chief, Civilian Personnel Programs (DPP) – OL Hanscom for the Directorate of Manpower and Personnel directly advising the Nuclear Command, Control, and Communications (NC3) Portfolio Acquisition Executive (PAE) on a variety of personnel and human resources services. Provides oversight, guidance, and technical assistance. Plans, directs, integrates, and executes all aspects of the human resources life cycle for NC members. DUTIES:
- Serves as the Chief, Civilian Personnel Programs Division (DPP) – OL Hanscom for the Directorate of Manpower and Personnel for the AFNWC. Plans, organizes, and directs the activities the division. Develops goals and objectives that integrate organization and Civilian Personnel Programs objectives. Researches, interprets, analyzes, and applies guidance and procedures, assessing and revising, as appropriate. Establishes policies and procedures. Coordinates with other organization managers and customers. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
- Exercises supervisory personnel management responsibilities less than 25% of the time. Plans work to be accomplished by subordinates. Evaluates work performance of subordinates. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Effects minor disciplinary measures. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Develops performance standards.
- Creates and implements complex and controversial human resource plans and policies based on issues that are undefined and require extensive research. Leads the organization to develop products that are essential and impact the directorate and/or centers civilian workforce population. Establishes long/short term objectives that are realistic, and consistent with higher headquarters’ guidelines and AFNWC mission. Integrates the objectives and requirements of human resource management with allied and related programs. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise in various venues.
- Advises directorate and/or center managers, and civilian human resources liaisons on all aspects of civilian human resource management. Develops and coordinates strategies and activities to achieve a quality and flexible civilian personnel program. Provides insight and expertise on questions of interpretation of regulations and suggested solutions for the most complex problems. Introduces new objectives, systems, and concepts to improve overall programs on a wide range of diverse civilian personnel topics. SKILLS:
- Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
- Knowledge of the AF organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect AF wide personnel (military, civilians, dependents, retirees etc…).
- Knowledge of personnel management, safety and security regulations, practices, and procedures.
- Skill in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization.
- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
- Ability to collaborate at appropriate levels with organizations both inside and outside AFNWC, AFMC, and the Air Force.
- Knowledge of staffing program, recruitment program, managing awards, and civilian performance programs. REQUIREMENTS FOR THE POSITION:

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
- At least one year of specialized Human Resources experience at the GS-13 level.
