The Air Force Civilian Service (AFCS) is looking for a full-time, GG-0343-14, Global Communications Market Program Analyst at Joint Base Anacostia-Bolling, Washington, D.C.
Up to 20% telework
Salary Range: $ Salary: $148,275– $197,200
The primary purpose of this position: Is to establish and lead the strategic vision for our market-based and economic analytic efforts. The ideal candidate will be a "player-coach" who can see the bigger picture—aligning with Department of Air Force (DAF), Secretary of the Air Force’s Office of Competitive Activities (SAF/OC), and OCEA goals. The candidate serves as the leading authority for commercial and economic assessments of DAF equities, and their interaction with the commercial sector, requiring the ability to effectively present findings and solicit action from stakeholders.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Looking for a leader with deep expertise in corporate finance, M&A, economic competition, and/or equity research. Must have hands-on skills in business or market analysis, and/or econometrics to drive strategic insights that can inform national security decisions.

Qualifications/Requirements
U.S. Citizenships Required.
Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
Bachelor’s in finance, Economics, or Analytics from a leading university; advanced degree preferred. Experience in Corporate Finance, Equity Research, Business Valuation, Geoeconomic Analysis, or Geopolitical Analysis is also preferred.
Knowledge of National Security policy requirements to apply new methods, procedures, techniques or theories to unique one of a kind situation in the intelligence arena.
Extensive knowledge and experience managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices.
Knowledge of project management, decision making, market research, problem solving and negotiations to carry out Contracting Officer’s Technical Representative responsibilities.
Skill in conducting relevant, intelligence and operational-related research and development, preparing concise written reports and presenting innovative, imaginative and cohesive briefings, and other related duties as assigned.
Contracting Officer’s Technical Representatives appointed after November 26, 2007 must be certified no later than six months from their date of appointment.
Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
