General Description

1. The Housing Manager is responsible for the YWCA North Central Indiana South Bend housing services. Provides supervision to all housing staff ensuring that quality services are provided and that agency goals and objectives are met. Provides case management and advocacy services to clients in the HUD TH to RRH program in both St. Joseph and Elkhart Counties as well as the ESG clients.

2. Reporting Relationship
The Housing Manager reports to the Vice President of Empowerment Services.

3. Supervises
The Housing Manager supervises the Housing Specialist and Housing Advocate.

4. Responsibilities and Essential Functions

Hires, trains, and supervises all housing staff ensuring regular performance reviews.

  • Supervises planning and goal setting with staff.
  • Monitors services to assure that goals are met and provides oversight of data for accurate reporting to funding agencies.
  • Monitors grant drawl down and assists with grant applications, attends grant meetings.
  • Sits on the Elkhart and St. Joseph County COC committee.
  • Assist supervisor with the implementation and/or revision of policies and procedures.
  • Assists staff in enhancing critical problem solving skills and adherence to policies an procedures.
  • Ensures Housing Specialist is properly qualifying clients to adhere to tax credit and HUd guidelines; ensures tax credit units maintain appropriate occupancy levels.
  • Stays up to date on HUD compliance.
  • Coordinates with staff interface with the community for the purpose of educating and working with agencies that make client referrals for services.
  • Serves as agency liaison for state housing coalitions.
  • Stays abreast of current trends in related fields through continuing education and professional organizations.
  • Provides public education and information services to community agencies, groups and individuals, as appropriate.
  • Provides case management to HUD TH-RRH and ESG clients individually or in groups, exercising a considerable degree of professional judgment; in consultation with other staff, participates in development of client service plans; prepares and maintains current records on assigned cases, according to program policies and procedures, including service plans, progress notes, and other appropriate documentation.
  • Works with YWCA Business Office to ensure that clients pay rent, laundry, and other fees associated with the program.
  • Facilitates support groups with educational sessions and group activities; coordinates and schedules public speakers, meeting rooms, childcare, and transportation arrangements.
  • Serves as a sounding board for residents and their problems; suggests alternatives and works with residents to obtain problem resolution and increased coping skills.
  • Identifies agency resources and establishes agency contacts to meet client needs; assists clients with setting up appointments and preparing essential information needed by agency; supports residents during intake and referral process of community agencies.
  • Participates in in-service training and regular staff meetings, including case management; attends seminars/training on work-related topics, as suggested.
  • Performs other tasks as assigned.
