YOUTHCARE is Hiring a Deputy Program Officer Near Seattle, WA

POSITION SUMMARY: Under the supervision of the Chief Program & Impact Officer, the Deputy Program Officer provides strategic, agency-wide leadership, oversight, and direction for the development and delivery of innovative, relevant, and impactful programming and stabilization services for youth and young adults ages 12-24 years old. The Deputy Program Officer will help situate YouthCare as a leader in the region’s youth homeless, prevention, and economic and workforce systems.

This role works closely with Executive Leadership to adjust and align programming to the agency’s mission and four core outcomes for youth: housing stability, economic stability, wellness, and networks of support. In particular, this role works under the direction of the Chief Program and Impact Officer and will work closely with the Director of Program Quality and Impact, members of the Development team, and other service department Directors.

ESSENTIAL RESPONSIBILITIES:

· Align staff and other resources to most effectively lead YouthCare’s strategic and programmatic objectives associated with the Agency’s long-term goals and annual program plan and objectives.

· Work closely with internal partners to ensure programmatic coordination and communications between program staff and resource groups.

· Enhance external community partner relationships to ensure collaboration, fill service gaps, and maintain coordination of efforts.

· Oversee and support the continuous development of program policies, rules, and protocol for all program components. Ensure program directors are monitoring compliance with contracts and licensing bodies.

· Maintain a culture of learning, providing inspiring leadership, coaching, and continuous improvement throughout the program areas.

· Lead and cultivate a team of high performing directors with a strategic focus on recruitment, training, and retention strategies. Lead YouthCare’s interdepartmental leadership team of Directors and Associate Directors and bring feedback, ideas, and processes to the executive team.

· Ensure all program activities operate within the Agency’s bounds of fiscal stewardship and consistent operation within the Agency’s values.

· Provide consultation and support to program department directors during crises.

· Negotiate contracts and other agreements.

· Maintain relationship and collaboration with external entities including OPEIU Local 8, DCYF, Funders, and Contract Monitors

· Participate in steering committees forwarding the Agency’s strategic plan and program initiatives including the growth and workforce services and the Constellation Center.

· Attend and assist your team members with contributing to our DEI&J culture by creating at least one SMART Goal related to DEI&J within their control to deliver.

· Lead at least one check-in each month with each team member to review SMART Goals, Values, and DEI&J commitments to be set up for success at the mid-year performance review. Additionally, recognize and provide positive feedback for all accomplishments.

QUALIFICATIONS –

MINIMUM REQUIREMENTS:

· Bachelor’s degree in social work, Social Services, or relevant field of study and 4 years of relevant work experience, OR an equivalent combination of education, relevant work experience, and/or lived experience (6 years) serving young people experiencing homelessness, housing instability, poverty, and systemic oppression.

· Six plus years with specific oversight of youth and young adult workforce development programming and engaging young people in formalized program services.

· Six or more years of supervisory experience or strong history of effective leadership experience.

· Intermediate/advanced computer software skills including Windows, MS Outlook, MS Word, and Excel

· Ability to accurately maintain and produce files, records, logs, and reports.

· Ability to maintain professional boundaries with clients while building trust and respect.

· Ability to verbally and physically respond to a person demonstrating aggressive behaviors in ways that de-escalate, establish and maintain staff and young peoples’ safety.

· Ability to assume responsibilities or duties within the agency not specifically delineated in this job description for short periods of time or on an infrequent basis.

· Commitment to YouthCare’s initiative to build cultural proficiency across the agency. Acceptance of a variety of lifestyles, behaviors, and cultural and spiritual practices.

· Experience designing and operating programs and conducting data-driven continuous improvement process.

· Experience working across government agencies (preference for both local, state, and federal experience) and related structures /governing bodies.

· Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process and must be at least 21 years of age. DCYF Clearance must be maintained for entirety of employment when working with under-18 clients.

PREFERRED REQUIREMENTS:

· Master’s degree in social work, Social Service, or relevant field

CONDITIONS OF EMPLOYMENT:

  • Must be able to provide I-9 supporting documentation for employment.
  • Ability to provide a negative TB Test (results must be within one year of hire date).
  • Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years of old, possess a valid Washington State Driver’s License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3 years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
  • Successful completion of pre-service training courses as required by contracting agencies. Training such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.
  • Computer software skills including Windows, Microsoft outlook, Microsoft Word, and Excel.

  • Strong verbal and written communication skills with good quality spelling, grammar, and punctuation in English.
  • Ability to coordinate overall program functioning.

PHYSICAL CONSIDERATIONS:

  • Ability to perform a range of physical motions, exerting up to 50 pounds. Lifting and carrying up to 50 pounds; standing, walking, sitting for long periods of time, kneeling, squatting, and stooping; running for brief periods of time; and go up and down stairs.

Pay: $102,300.00 - $153,449.00 per year
