About GOCIE:
The Gateways to Opportunities Collaborative of the Inland Empire (GOCIE) brings a unique, interdisciplinary, partnership-based approach to advancing “people-readiness” at all levels that places emphasis on 1) elevating and strengthening career technical education (CTE) and 2) re-thinking the exposure, skills, and experience requirements needed both today and in the future in a manner that breaks down barriers between traditional silos. 
Through High Roads Training Partnerships (HRTPs), the California Workforce Development Board (CWDB) supports community-rooted and cross-sectoral collaboratives to advance a field of practice that simultaneously addresses urgent questions of income inequality, economic competitiveness, and climate change through regional skills strategies designed to support economically and environmentally resilient communities across the state. The industry-based, worker-focused training partnerships build skills for California’s “high road” employers — firms that compete based on the quality of product and service achieved through innovation and investment in human capital, and can thus generate family-supporting jobs where workers have agency and voice.
The GOCIE aims to increase skills and opportunities for African Americans with an emphasis on women, youth, justice-involved, and those displaced by COVID-19; while significantly expanding career pathways within well-documented, high-need, and high-risk areas across the critical infrastructure sectors of clean energy, transportation, and cybersecurity.
GOCIE Structure and Project Coordinator Role:
The lead agency, Youth Action Project (YAP), maintains legal, fiscal, and fiduciary responsibilities for the HRTP project, including managing grant funds in accordance with CWDB regulations, policies, and guidelines. 
YAP is seeking a Project Coordinator to continue establishing the GOCIE network and further its goals and objectives. The Project Coordinator is accountable to the Executive Director and the HRTP Steering Committee, a governing group of the anchor organizations.
The Project Coordinator will assist with the planning and facilitation of regional convenings of the business community, educational institutions, workers/worker representation groups, and subject-matter experts in the identified critical infrastructure-related careers. The Project Coordinator will also assist with resource development, lead project committees, and communicate with internal and external stakeholders. 
The Project Coordinator for GOCIE is a full-time, exempt, 12-month contract position with the opportunity for annual renewal. The position includes a comprehensive benefits plan that includes employee medical, dental, vision, and life insurance, paid leave, qualified expense reimbursement, and a 403(b) retirement plan.

Project Goals and Objectives: The Project Coordinator will work closely with the GOCIE Steering Committee and partnering organizations, documenting progress toward the completion of stated goals and deliverables. The Project Coordinator should be familiar with, and embedded in the region, working both remotely and in person, as the project activities dictate. 
1. Identify and secure key partners, stakeholders, consultants, and project vendors.
  • Execute partnership agreements with each steering committee organization to outline roles, responsibilities, and the collaborative’s processes for consensus-building and decision-making
  • Execute contracts/agreements for services outlined in the budget and narrative sections
  • Hold an initial 2-day convening with steering committee member organizations and key stakeholders, facilitated by Institute for the Future, to create a shared understanding of project scope and objectives
2. Convene stakeholders to collaboratively develop an equity-based regional strategy that leads to an increase in the people-readiness, recruitment, employment, and retention of African Americans in the identified infrastructure-related career fields.
  • The GOCIE will host a minimum of 8 Convenings (2 with each of the following subgroups: employers, workers, education/training institutions, and industry/subject-matter experts) with supplemental data collection (surveys, focus groups, etc) as needed for quantitative & qualitative data collection and evaluation to inform our final strategy and recommendations.
3. Synthesize data collected from stakeholder convenings to identify the education requirements, skills, and supportive services needed for entry, retention, and upward mobility of African Americans in career paths connected to the clean energy, transportation, and cybersecurity sectors.
  • The GOCIE will work with partners to identify current requirements and skills gaps, in addition to anticipating the rapidly-evolving industry needs. Tangible deliverables include a Strategic Framework and Career Ladder Roadmap. Additional discoveries and recommendations will be communicated through case studies, process and outcome evaluation reports, educational/reference materials, plus comprehensive frameworks and recommendations that include national standards and stackable credentials.
Essential Functions:
  • Provide project management and general support for GOCIE’s initiative to ensure the project’s outlined goals and objectives are achieved in a timely and coordinated manner; Create, revise, and manage the implementation of approved project work plans, which guide short- and long-term efforts, priorities, and goals. 
  • Support, organize, and/or lead general meetings and project committees, cultivating active network participation throughout the project period; Maintain records and minutes for each internal meeting and stakeholder convening, including the documentation of ideas and information disseminated/generated.
  • Identify, research, and foster relationships with current and prospective partner organizations, stakeholders, major donors, and funders while developing individualized strategies to cultivate or strengthen those relationships.
  • Develop an annual calendar of project activities, inclusive of meetings, critical dates, and milestones. 
  • Bring action items, budget requests, and recommendations from committees and stakeholders to the Executive Director and/or HRTP Steering Committee when needed.
  • Draft/Distribute agendas, lead regular standing committee meetings, and provide oral and written reports to the Executive Director and HRTP Steering Committee of any actions taken or discussions that have occurred. 
  • Assist with the development of internal and external initiative presentation/communication documents, educational materials, marketing content, press releases, and reports for broad distribution to multiple audiences, ensuring consistent and cohesive messaging.
  • Post materials to the collaborative’s communication/project management hub, which serves as a home for all substantive area knowledge-sharing, and internal document-storage hubs.
  • Promote, and participate in, the project’s special events; planning events and activities to create opportunities for target audiences to actively participate in various aspects of the project as needed.
  • Assist with data collection via physical and/or digital survey distribution, focus groups, and grassroots engagement/organizing strategies.
  • Coordinate logistics for all virtual and in-person meetings, including travel, meals, lodging, meeting space, invoicing, and presenters.
Desired Knowledge, Skills, and Abilities:
  • Experience in convening and facilitating meetings with diverse stakeholders, including business leaders, educators, and community-based organizations.
  • Strong project management, organization, and time-management skills, with the ability to manage multiple tasks and deadlines simultaneously.
  • Excellent written and verbal communication skills, including the ability to create clear and concise reports, memos, and other documents.
  • Experience in resource development, including grant writing and fundraising.
  • Knowledge of the critical infrastructure sectors of clean energy, transportation, and cybersecurity is preferred.
  • Knowledge of workforce development policies and practices, particularly related to career technical education and equitable workforce development.
  • Familiarity with the California workforce development system, including its laws, regulations, and stakeholders.
  • Strong analytical and problem-solving skills, with the ability to think strategically and creatively.
  • Results-oriented with a demonstrated ability to manage budgets and resources effectively.
Minimum Qualifications:
  • Bachelor's degree in a related field (e.g., business, public administration, organizational leadership, etc.) and a minimum of 3 years of related experience preferred; all combinations of education, experience, and demonstrated track records may be considered.
  • Demonstrated success in project management, preferably in projects similar in nature.
  • Proficiency in Microsoft/Google Office Suites and project management software.
  • This position requires the ability to travel between various community locations. This is a hybrid position that offers remote work options and the need to attend local in-person meetings/events; occasional out-of-state travel may be required.
  • The physical demands are those of a routine office environment, including sitting and working at a computer terminal for long periods of time, the ability to lift 20 pounds, and the ability to effectively communicate (verbally and in writing) with internal and external parties.
