Job Description

Summary:

Yorktown Systems Group is seeking a highly qualified Operational Environment Culture & Language Emulator (Part-Time) to provide support to the Combat Advisor Training Course (CATC) to train Security Force Assistance Brigade (SFAB) Advisors. The Operational Environment Culture & Language Emulator will provide Security Force Assistance training support services to the Combat Advisor Training Course and is responsible for the performance of the work.

Specific duties may include, but are not limited to:

  • Scenario Development and Exercise design Personnel: Provide and train personnel on customized scenarios related to real-world events; develop DATE compliant training exercises, vignettes, case studies and support material (i.e. Learning products, OPORDS, emulator bios/scripts) to achieve learning outcomes; employ methodologies and processes that encourage problem solving, course of action development and analysis, and plan implementation. Lead planning conferences, produce accurate and detailed master scenario events lists, assist in facilitating scenario control and execution, and develop detailed after-action reports geared to improvement scenarios to ensure they enhance depiction and create student understanding of the OE. Learning products will meet the requirements outlined in TC 7-101 Exercise Design and TP 350-70-14 Training and Education Development in Support of the Institutional Domain.
  • Operational Environment Training Support Services (OE TSS) Personnel: Provide the Training Unit with a realistic Operational Environment (OE). The presence (i.e. emulation) of combat, noncombatants, special characters, Host Nation/US Government officials, and Non-Government Officials (NGO’s) throughout the exercise area of operations is intended to add realism and complexity to the operational challenges faced by the students in training. Both day-time and night-time vignettes executed in classroom, field conditions on the range and training area will occur. Training Events are separated into two categories: 1) Those using a generic Operational and/or DATE Environment, meaning no special language or country specific cultural skills required, and 2) Area of Operation specific Operational Environment requiring AOR/country specific language, cultural skills and dress. All support services require the use and integration of current doctrine and relevant enemy tactics, techniques, and procedures (TTPs). During select training events, the contractor will define the OE for the training scenario and provide OE emulation by developing and operating within the designated OE.
  • Provide training support (combatant/non-combatant role playing) each day until training is complete.
  • Personnel shall replicate as required roles and positions associated with National Security Force Officers and Soldiers (e.g. conventional, non-conventional and hybrid forces), civil government leaders, members of local tribes and their leaders, members of religious groups and their leaders, refugees and displaced persons, non-Governmental organizations (NGOs), Humanitarian Relief Workers, civilians, as well as operate surroundings for the OE (e.g. Patterns of life).
Job Requirements

Required Qualifications:

  • Ability to learn or have relevant in-country professional experience to allow the individual to portray their assigned role in a factually correct and believable manner consistent with rotational training exercise scenario requirements.
  • Ability to provide high-fidelity, OE emulation/character representation that delivers accurate replication of activities and established scenarios.
  • Ability to demonstrate knowledge of approved OE scenario, role, and human behavior patterns so that the behavior may be appropriately modeled for Blue Force students for recognition and analysis under the heuristics, proxemics, atmospherics, geographics, biometrics and kinesics methodology.
  • Ability to obtain an in-depth and current understanding of relevant threat force doctrine and tactics.
  • Ability to demonstrate OE depiction, in accordance with AR 350-2 and the FM/TC 7-100 series manuals.
  • Must have experience dealing with other cultures.
  • Demonstrate the ability to act out nonverbal cues with a high level of realism
  • Must have cultural experience for a target country or region in order to provide a realistic cultural/interpreter training experience (i.e. instruction, and instructional design support).
  • Must have the ability to speak, read, and write in both English and target language at the Defense Language Proficiency Test (DLPT) 3 level or equivalent.
  • Must be able to perform rotational duties as military interpreters for the training unit.
  • Individuals will be required to have special professional qualifications and/or knowledge in accordance with the specific scenario/exercise requirements (i.e. culture and language experience).
