Summary:

Yorktown systems Group is seeking highly qualified Human Network Data Engineer to provide professional services and support to the TRADOC Deputy Chief of Staff for Intelligence (G-2) Operational Environment (OE) and Core Functions. The Operational Environment (OE) is a composite of the conditions, circumstances, and influences that affect the employment of military forces and bear on the decisions of the unit commander. As an organic, complex system, the OE provides the common framework in which warfighting programs and strategies are conceived, defined, and executed. It is a living foundation in which choices made, by adversary and allies alike, affect the outcome of the future which must be accounted for. As adversary’s asymmetrical approach to warfare continues to generate greater complexity and flexibility, the government’s requirement for similar complexity and adaptability in Tactics, Techniques and Procedures (TTPs) escalates correspondingly.

TRADOC Deputy Chief of Staff for Intelligence (G-2)’s mission is to understand, visualize, describe, deliver & assess the OE in order to reduce risk and prevent surprise; today and into the future 2035 . TRADOC G-2 is the designated Lead for Core Function #13 Operational Environment; the process of developing, verifying, validating, accrediting, and providing OE products and services represents an authoritative, validated OE contextual baseline for TRADOC users and operational forces in the areas of training and training development; education; leader development; concept and doctrine development; and capabilities development, integration, and evaluation.

Specific duties may include, but are not limited to:

  • The Network Engagement Training Division (NE-TD) develops Network Engagement training for and presents training to a variety of audiences from brigade to Combatant Command (COCOM) level. In support of the TRADOC G-2 ACE-internal mission, the NE-TD offers pre-exercise NE training and on-site NE mentoring during exercises and events that are often supported by the TRADOC G-2 Operational Environment Center (OEC). In support of the TRADOC G-2 ACE-external mission, the NE-TD offers the same options to selected organizations in the joint, intergovernmental, and multinational (JIM) community. NE training is focused on the human domain and assisting a staff in developing increased capacity to perform human network analysis in support of decision-making to influence human behavior, shape the operational environment, and win the clash of human wills.
  • Assist with the development and implementation of training and provide on-site exercise support that enables brigade- through COCOM-level organizations to implement doctrinal and pre-doctrinal concepts of attack the network (AtN) and network engagement.
  • Develop training tailored for various elements of the joint, intergovernmental, and multinational community (JIM). This training shall include NE and Network Data Training (NDT) and provide on-site support through Deployed Training Teams (DTT) throughout CONUS and OCONUS locations. DTTs will include a week-long, pre-exercise training engagement in a classroom environment, followed by application of the training during the unit’s subsequent training exercise. Exercise conditions and durations will vary, and the contractor should be prepared to provide 2-man DTTs in field conditions for up to three weeks at a time twice a year. Students will use government provided computers and software during training and practical exercises. Contractors shall assist in developing practical exercises within pre-exercise NE and ND training that use the data for human threat, friendly, and neutral networks that are represented in the subsequent training exercise. Training for each COCOM and ASCC will be tailored in accordance with their differing operational environments and the specific challenges and issues among nations within each area of responsibility.
  • Assist in the development and analysis of threat, and neutral and friendly networks for exercises and during pre-deployment or employment mission support based on established scenarios and include them in Training Support Packages (TSPs) and scenarios in exercise tools. Provide pre-exercise assessments of key people within the threat, neutral, and friendly networks for achieving mission success and the fulfilling commander’s training objectives, provide on-site exercise support to assist units in incorporating network engagement based on specific exercise storylines and Major Scenario Event List (MSEL) events, and assist units in assessing performance and proficiency and in determining further training requirements during and following the exercise. This support may also include integrating pre-exercise NE/ND training with ISR training, cyber training and on-site support in order to better enable units to apply their capabilities in a synchronized, integrated, coordinated manner.

Required Qualifications:

  • Must have ten years’ experience with the same level of support and similar tasks outlined in the job announcement above.
  • Must be proficient in conducting research and analysis of tactical to strategic-level operational variables and civil considerations.
  • Communicate effectively including the ability to write complex assessments at the strategic/national level.
  • Former military intelligence experience is highly desired.

Clearance: Top-Secret with SCI eligibility clearance is required
