Job Description

Summary:

Evaluation Specialist I for The School of Language Studies (SLS) at the U.S. Department of State’s (DOS) Foreign Service Institute (FSI) provides language training and testing to DOS employees and other government agencies in over 70 foreign languages. Enrollments in the School surpass 2000 students annually including up to 1000 distance learning enrollments.

General Requirements, but are not limited to:

  • Collaborate with the COR, ACOR, or GTM to plan and conduct evaluation tasks or projects either in a group or executed single-handedly. Tasks and projects include but are not limited to instructional research and institutional (management) data handling and analysis.

  • Collaborate with the COR, ACOR, or GTM on the development, editing, and review of SLS-relevant evaluation reports, proposal drafts, SLS-specific evaluation policies and procedures, and reference materials as directed. All materials become the property of the United States Government, and the Contractor may not copy or reproduce them in any way for use outside of FSI, share them by any means outside of FSI, or publish them in any way without the express permission of the Government.

  • Adhere to all copyright guidelines and restrictions and follow FSI and SLS procedures regarding copyright.

  • Collaborate with the COR, ACOR, or GTM to provide advisory services to SLS staff in determining research objectives, creating evaluation plans, designing and delivering evaluative instruments, and analyzing, interpreting, and determining implications of evaluation results.

  • As directed, assist in the design and/or maintenance of a database for tracking evaluation project timelines and completion.

  • Collaborate with the COR, ACOR, or GTM to research evaluation models and systems for potential implementation in SLS and assist with drafting proposals as needed.

  • Assist COR, ACOR, or GTM and others with the development and delivery of SLS-relevant in-service staff development designed to build skills in effective training evaluation and data analysis.

  • Assist the COR, ACOR, or GTM and others with the development and delivery of oral briefings on SLS evaluation projects and results.

  • Assist the COR, ACOR, or GTM and others as requested with review of existing research, analysis and reported results to assess validity of reported outcomes.

Required Qualifications:

  • Experience in evaluation design and delivery in the educational context and/or experience using qualitative and quantitative methods in social science research.

  • Native or near-native proficiency in English.

  • Ability to speak and write clearly on topics related to evaluation.

  • Be eligible to work in the United States and must have a minimum of one year remaining in U.S. employment eligibility.

  • Follow all policies of the Language Section, the Administrative Unit, SLS, FSI, and DOS.

  • Follow the guidance provided in the FSI Language and Culture Instructor Guide.

  • Follow all administrative processes and procedures as detailed in the SLS Guide to FSI Administrative Procedures.

  • Work in a harmonious and professional manner with colleagues who represent cultures from around the world.

Additional Preferred Qualifications:

  • MA/MS or Ph.D., or foreign equivalent degree in a relevant field preferred.

  • Experience designing and delivering evaluation-related training to educators preferred.

  • Experience teaching or researching adult learners of foreign languages valued.

Clearance: National Agency Check with Inquiries (NACI), background check

Location: The School of Language Studies (SLS) at the U.S. Department of State’s (DOS) Foreign Service Institute (FSI), Arlington, Virginia 

Travel: Some Travel will be required
