YMCA of the East Bay is Hiring a Director of Child Development Services Near San Pablo, CA

POSITION SUMMARY:
These general functions will be carried out in keeping with the Goals, Mission and Policies of the YMCA of the East Bay. Responsible for planning and collaborating with managers and staff in the Head Start/Early Head Start and CA Department of Education/Social Services (CDE/CDSS) programs to ensure the optimal development of all children and appropriate support for their families. Responsible for planning, ongoing monitoring, and record-keeping, supervision of education, mental health, and inclusion staff, staff training, and parent education, and service coordination.
ESSENTIAL FUNCTIONS:
1. Responsible for monitoring the education, mental health, and inclusion service areas; ensure compliance with Head Start Program Performance Standards and the CDE/CDSS funding terms and conditions. Implement corrective action plans, as needed.
2. Develop and work with fiscal team to oversee budgets for education, mental health and inclusion services.
3, Develop, maintain, and implement service area plans, policies and procedures, and data tracking/analysis for education, mental health, and inclusion.
4. Oversee and monitor contracts and specialized grants related to education, mental health and inclusion.
5. Oversee implementation and coordination of services, including standard program requirements in the areas of education, mental health, and inclusion, staff professional development, parent training, and facilitate on-going program improvement.
6. Coordinate and collaborate with Director, Operations, and Management Teams to ensure integrated approach and service delivery for all program areas.
7.Oversee and coordinate processes for curriculum development/fidelity, child screening and assessment, classroom consultation, and case management for children with special needs.
8.Define, assess, and understand the educational development of children, the factors contributing to optimal growth and learning, and community and outside factors influencing the need for responsive services. Make program changes and improvements accordingly.
9.Design, maintain and improve systems to ensure children with special needs, behavioral needs, and mental health needs receive appropriate accommodations or services in a timely manner.
10. Support implementation for on-going parent training in topics of need and interest.
11. Ensure completion of Annual Program Information Report (PIR), monthly data/monitoring reports, child outcomes reports, and other required reports.
12. Train, supervise, and monitor the work of the education, mental health and inclusion teams. Provide ongoing coaching, guidance and assessment, as appropriate.
13. Directly oversee/supervise Education Manager, Program Manager-Consultation and Support Services (Mental Health), and Inclusion Manager.
14. Oversee implementation of Head Start Early Learning and Outcomes Framework, along with state of CA Foundations and Frameworks.
15. Develop and maintain community partnerships and relationships/agreements with school districts and Regional Center, to link children and families to needed services.
16. Implement training, manuals and other resource material developed to assist staff to maintain consistent practices and procedures and ensure orientation of new staff, as appropriate.
17. Convene and participate in staff meetings and professional development trainings.
18. Train and coordinate assignments for program volunteers, as needed.
19. Other duties and special projects as assigned.
MEASURE OF EFFECTIVENESS
The incumbent has a primary impact on the Health and Welfare for the Early Childhood Impact Department. Therefore, the effectiveness of the fulfillment of this position should be measured by:
1.The sound administration of the Nutrition Department is evident in well executed programs and outcomes;

3.Program is in a dynamic state of evolution and improvement.

QUALIFICATIONS:

  • Masters’ Degree from an accredited college or university with major in one of the following disciplines: Early Childhood Education, Human Development, Psychology, or a related field
  • Five years of experience working in a Head Start program with management/administrative responsibilities.
  • Three years progressively responsible supervisory experience.
  • Thorough knowledge of licensing standards, federal and state child care regulations, and Head Start Performance Standards.
  • Demonstrated ability to train staff.
  • Experience serving diverse, second language, and immigrant populations
  • Excellent verbal and written communication skills
  • Valid California Driver's License/proof of auto insurance/annual DMV check required
  • Criminal record clearance and health requirements that include physical exam, TB and immunizations
  • Proficiency in Microsoft Word, Outlook, database management and other computer programs
