Yavapai County Government is Hiring an Assistant County Manager - Board of Supervisors (Prescott) Near Prescott, AZ

JOB
Performs complex executive-level leadership, administrative, managerial, and analytical duties in support of the County Manager and Board of Supervisors, ensuring teamwork and collaboration across departments and districts
EXAMPLE OF DUTIES
Assists with development of strategic public policy objectives of Yavapai County. Assists the Board of Supervisors and County Manager in recognizing the long-term challenges to Yavapai County and prepares long-range public policy strategies to address future county needs.Exercises managerial authority and supervision over Department and District Directors as assigned while building and maintaining organizational culture.Serves on fiscal policy team that develops the annual county budget, including the budgets of ancillary political subdivisions (special taxing districts).Interprets applicable laws, rules, codes, and regulations governing or affecting the county, and advises the Board of Supervisors, county manager, and all other county employees regarding the same.Represents Yavapai County, the Board of Supervisors, and County Manager to the public, to the media, to federal, state, and local government, and to policy and legal interest groups.Participates in the formulation, revision, and negotiation of contracts and intergovernmental agreements.Attends meetings of the Board of Supervisors.Represents the County on various committees and Boards, as assigned.Coordinates the efforts of county department heads and elected officials as assigned.Leads special projects dealing with complicated intra- and intercounty public policy issues.May act as County Manager in that person’s absence.Performs other job-related duties as assigned.
SUPPLEMENTAL INFORMATION
Required Knowledge, Skills, and Abilities: Knowledge of: Operating policies and procedures and general practices of County departments and districts.Functions, operating procedures, and legal requirements of a County Board of Supervisors.Arizona Revised Statues, involving counties, elections, public officers, public records, and special taxing districts.Principles and practices of office management related to staff and work assignment, coordination, and oversight.Staff development, including assistance in selection, training, direction, coordination, and coaching.Professional business letter writing.Business English, spelling, grammar, punctuation, and composition.Clerical office practices and procedures.Research techniques and report writing.Current Microsoft Office software.Filing and recordkeeping. Skill in: Diplomacy and decision-making.Understanding organizational and political implications of decisions.Communicating effectively, verbally and in writing, and communicating orally in a face-to-face setting and by telephone with public and employees.Establishing and maintaining effective working relationships with employees, other agencies, and the public.Organization and adherence to detail. Ability to: Effectively plan, organize, and supervise the work of others and maintain workflow.Coach, mentor, motivate, supervise, and train staff and delegate tasks and responsibilities as needed.Use tact, discretion and exercise independent judgment in making decisions.Organize, prioritize, and schedule workload and work assignments to meet strict deadlines.Oversee the handling of confidential material and information with discretion and maintain confidentiality.Prioritize and solve work objectives to meet fixed, fluctuating, or multiple deadlines; work under pressure and time constraints; perform complex administrative work involving a high degree of independent judgment with speed and accuracy.Interact in a professional and knowledgeable manner and act as a resource for members of the public.Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.Remain current in knowledge required to perform assigned duties.Handle confidential matters and maintain discretion.Act with courtesy, tact, and diplomacy.Work Environment: The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.Physical Requirements: Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; ability to communicate effectively in-person and telephonically.
