Hiring Range: $30.70 - $32.58 per hour (Non-Bargaining Pay Plan, C41 Step 1-4 DOQ)

There is one Program Coordinator II (Pre-Trial Officer) opening with Yakima County Pre-Trial Services for Superior Court. This position is responsible for conducting a criminal history investigation/assessment on individuals who qualify for screening. They are also responsible for managing a caseload of defendants. This includes monitoring the defendant’s compliance with court ordered conditions, including any violation of criminal laws and reporting any non-compliance to the court. Pre-Trial Officers meet with defendants in an office setting.

Essential Duties:

Administers a criminal history investigation/assessment based on information gathered from defendant arrests/convictions, current charges, and age at arrest. Reviews all criminal, legal and related reports to determine if there is additional information to provide to the court; sets up the criteria and behavioral expectations for successful completion of court directed pretrial requirements with defendants, identifies potential impediments to success while on pretrial and if appropriate makes referrals to assist defendant.

Manage a caseload of defendants including those with pending felonies including violent offenses, and those who are currently on State or Federal Probation for previous convictions. Maintains a system for monitoring the defendants’ compliance with the court ordered conditions of their release. Documents in case management system every contact with defendant. Conducts a criminal history check on every defendant prior to court. Attends community organizational meetings on behalf of Pretrial Services to coordinate with stakeholders to ensure client compliance.

Prepares legal and administrative documents necessary to carry out the delivery of quality pretrial services to defendants and the Court (i.e. releases of information, violation/progress reports, e-mails to the court providing updated information, correspondence to treatment agencies and others associated with the case plan etc.)

Other duties as assigned. May be required to appear in court and provide testimony as requested by the court. May also be required to cover the preliminary appearance calendar in court.

Education and Experience:

Bachelor’s Degree in Sociology, Psychology, Criminal Justice, Social Work or a related field; OR an equivalent combination of education and experience which provides knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.

Required:

  • A valid Washington state driver’s license and proof of insurance
  • Successful completion of criminal background check and general employment verification
  • Ability to interact with adult offenders who may be hostile and/or angry and who sometimes present themselves at appointments under the influence of alcohol and/or mind/mood altering drugs.

Preferred:

  • Bilingual/Biliterate English/Spanish
  • 2 years’ experience working in a criminal justice setting
  • Currently employed in a criminal justice setting

Equipment Used: Basic office equipment: computer, copier, fax machine, telephone, printer.

Working Conditions: This position is rated as Sedentary Work, Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Travel, Daily interaction with adult offenders who may be hostile and/or angry and who sometimes present themselves at appointments under the influence of alcohol and/or mind/mood altering drugs.

Knowledge:

  • Case management theories, practices and principles;
  • Basic report writing methods;
  • Basic court system procedures;
  • Basic terminology, laws, rules, regulations and codes governing area of assignment
  • Technical program delivery methods, systems and techniques such as: court and criminal justice systems, counseling techniques, adult sentencing options; chemical dependency treatment resources, or personal safety defense procedures; and
  • Customer service techniques and team building concept

Skills and abilities:

  • Using a personal computer and related software applications, and operating basic office equipment;
  • Collecting, compiling, organizing and maintaining information and notes of progress and compliance;
  • Determining appropriate course of action and making recommendations;
  • Interviewing and counseling offenders;
  • Applying techniques such as crisis management and de-escalation;
  • Detecting drug and alcohol addiction and using equipment for the detection of such;
  • Preparing and giving presentations or testimony;
  • Evaluating and assessing needs and developing, implementing and monitoring case plans and preparing related reports;
  • Applying authority and confronting individuals;
  • Complying with laws, codes, ordinances, and regulations;
  • Conducting investigation;
  • Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public; and
  • Communications, oral and written enough to exchange or convey information and to receive work direction.
