** Transportation Strategy & Policy Analyst Job**

**Position Summary**

Provides policy and customer product expertise and analytical support for electric transportation strategy. Engages across business units, and externally, to establish effective legislative, regulatory and customer product development strategy that will achieve the companys clean transportation goals. Supports the companys transportation-related filings and reporting.

**Essential Responsibilities**

* Contribute to the development, compilation and editing of regulatory case filings. Provide clear written explanations of complex issues. Applying experience, understand and identify key facts in order to develop effective messages. Responsible for ensuring documents created are concise and well-organized. Also responsible for ensuring these documents conform to the style, tone and formatting conventions as part of standardized, consistent approach to regulatory filings. Responsible for supporting the companys positions with regulators and stakeholders in a variety of forums (e.g. regulatory proceedings, administrative rulemakings, legislative hearings, etc.).

* Contribute to development of, compile and edit complex filings. Support multiple projects while delivering high quality work product. Ensure proper controls of documents are maintained; soliciting and screening feedback from stakeholders to incorporate as appropriate. Communicate (written and oral) regularly with management and internal customers to ensure awareness of current regulatory case filings and issues that impact the company. Work directly with management throughout the company to develop and promote regulatory and legislative policy positions. Work effectively with regulatory case management teams to ensure filings are consistent and production of work is efficient. Work and write in a time constrained environment.

* Supports engagement with local, state, and federal external stakeholders. Communicate (orally and in writing) regularly with management and internal experts to ensure awareness of the impact of strategies and positions on Xcels operations. Support consistency, to the extent possible, in policies and positions in each of Xcels state jurisdictions and the federal jurisdiction. Contribute to development of supporting testimony as required.

* Contributes to the development of key messages for presentations to external regulatory agencies and legislative committees. Assists with the development of presentations for internal and external audiences. Work in partnership across the business area and teams to achieve results.

* Other duties as assigned.

**Minimum Requirements**

* BA/BS in political science, public policy, environmental science, engineering or related field.

* 3-5 years or equivalent experience in public and/or environmental policy.

* Proven ability to write clearly and concisely.

* Requires strong verbal and written communication skills as well as strong analytical spreadsheet skills.

* Must have in-depth knowledge of energy and electric transportation regulatory policy issues.

*During COVID-19 Pandemic this position may require the ability to temporarily work remote within the company service territory until company protocol dictates return to the office criteria has been met. Telecommuting Policy: A plan has been created to officially rollout a hybrid work-from-home option that will take effect when it is safe to move forward to return to the workplace. This position will participate in this new policy.*

The anticipated starting base pay for this position is: $66,000 to $94,000 per year
