Position Summary

Provide visionary and strategic leadership while directing the development of Gas and Electric metering design and standards throughout all of Xcel Energy's 10 state operating area.

Makes decisions and engineering recommendations for metering as it pertains to Rates, PUC, and local building codes. Accountable for system performance of metering, electronic meter reading, inventory and accuracy of metering.

Responsible for compliance with PUC Rules and other applicable codes and regulation. Develop, monitor, audit and remediate SOX Controls.

Essential Responsibilities

Researches, tests and analyzes new and existing metering equipment for application, design and engineering for Rates, Substation metering, Revenue metering, and Marketing programs.

Responsible for effective, efficient and competitive use of resources. Works closely with Meter Reading, Billing, Marketing, Property Accounting, and Distribution Construction and Maintenance.

Develops Gas and Electric Metering SOX Controls and ensuring compliance with the controls for all of Xcel Energy. Monitors and Audits controls quarterly.

Remediate deficiencies and enhances controls as necessary.

Responsible for the administration of the Xcel Energy Standards for Electric Installation and Use Standards. Advises Asset Management as to rule changes and modifications of the Standards.

Works with trade allies, home builders and customers for compliance with Metering Standards.

Develops, implements and evaluates Gas and Electric Meter training for new product and processes for Xcel Energy Metering Personnel.

Develops and implements training courses for Apprentices, Journeyman and other personnel as necessary.

Monitors, evaluates and analyzes system performance of Automated Metering Systems, metering equipment and testing facilities.

Responsible for the compliance of all PUC rules and regulations as it pertains to Meter testing. Monitors lot testing, lot failures, meter defects and

Provides Strategic directions for Xcel Energy for all metering functions in line with corporate and business unit goals. Accountable for meter standardization, first articles on new products and while maintaining or improving accuracy of measurement for revenue billing.

Responsible for establishing inventory control process, forecasts and trends. Maintains MDMS. Develops new systems to enhance the business.

Provides representation in industry groups and organizations. Establish working relationships with Suppliers of all metering equipment.

Establishes MBRs and maintains Meter alliances with vendors.

Minimum Requirements

BA degree in Business or Engineering or equivalent 8-10 years in Gas and Electric Metering, engineering and distribution construction and maintenance.

Working knowledge of PUC, NIST, NEC, DOT rules and regulations.

Knowledge of inventory management. working knowledge of MDMS, CRS, OMS, and Microsoft products.

Knowledge of Sarbanes Oxley and Audit processes.

Non-Bargaining

The anticipated starting base pay for this position is : $105,600.00 to $150,000.00 per year
