Description

SUMMARY

The Membership Manager’s primary responsibility is to manage the external enrollment and billing administrator to ensure accurate benefits administration, quality customer service, and timely issue resolution. Serves participants and sponsoring organizations by providing benefits, eligibility, and enrollment information regarding the WELS Benefit Plans. Assists with administrative and clerical support related to all benefit plans work.

ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.

  • Manages membership activities with outside enrollment/billing administrator, including process documentation and implementation of new and/or improved processes.
  • Performs quality assurance activities by monitoring outside enrollment/billing administrator to ensure high customer service levels and accuracy with benefit plan provisions.
  • Prepares, maintains, and processes records and documents necessary for administering benefit elections including updating administrative systems to document participant benefit elections.
  • Primary enrollment and billing service representative for participants and sponsoring organizations. Serves as liaison to sponsoring organizations for reporting and administering employment changes. Presents benefit and enrollment information to groups of participants and sponsoring organizations.
  • Manages annual benefit election periods with enrollment/billing administrator.
  • Maintains deep understanding of benefit plan provisions and applies to individual participant situations.
  • Manages eligibility file feeds between WELS and enrollment/billing administrator. Monitors WELS call reports for benefit eligibility and service record changes.
  • Identifies and proposes resolution for complex membership situations.
  • Assists with data collection and vendor management for regulatory compliance.
  • Extracts data from vendor reports and databases to create and track benefit plan statistics and financial performance.
  • Distributes benefit plan materials to participants and sponsoring organizations.
  • Enters daily cash flow activities into financial management system.
  • Manages benefit plan receivables and collection activities.
  • Identifies opportunities for and collaborates on development of communications to benefit plan stakeholders.
  • Performs miscellaneous support duties including filing and call distribution.

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree preferred; Associate’s degree required. Minimum of seven years of benefits administration experience serving a decentralized organization with at least 1,000 participants, preferably including utilization of an automated benefits system.

Must be able to balance competing demands to provide a high level of customer service while promoting use of online self-service tools. An organized approach to this multi-task position with excellent attention to detail and deadlines with a sense of urgency is essential.

Technical orientation preferred, including proficiency with Microsoft Office suite including Outlook, Word, Excel and PowerPoint software.
