Williamson County is Hiring a Contracts Specialist Near Georgetown, TX

JOB SUMMARY

Reporting directly to the Deputy Purchasing Agent, responsible for administrating, processing, and monitoring contract agreements formed by Williamson County departments. Administers procurement card and other purchasing programs and procures goods and services through purchasing cooperatives.

EXAMPLES OF WORK PERFORMED

  • Generates, processes, reviews and tracks contracts and documents related to external services provided to Williamson County
  • Processes renewals, change orders, addenda, supplemental agreements of contracts and Professional Service Agreements
  • Creates various contract documents associated with invitations for bids, requests for proposals, requests for qualifications, amendments, identifying services to be rendered, according to project specifications
  • Performs contract compliance by ensuring terms, legality and conditions are met
  • Assists in and coordinates contract and agreement development including defining requirements, negotiating, identifying objectives, and implementing guidelines and project regulations
  • Prepares documentation for new and renewing contracts and assists in the execution and the distribution of the contract documents
  • Reviews and processes coop purchase agreements, ensures purchases are legal and terms are favorable to the County
  • Works with cooperative purchasing entities to determine feasibility of using their contracts
  • Assures best value achievement through cost evaluations and other methods
  • Processes purchase orders within limits, as assigned
  • Tracks and logs various financial reports related to contracts budget terms and agreements
  • Prepares bid documents and collaborates with internal and external professionals to draft and approve terms and conditions for specific projects
  • Serves as department liaison for county departments, vendors, agencies, contractors, legal and the public regarding contract inquiries
  • Maintains accurate contract records as well as oversees retention and storage of department files
  • Monitors and ensures vendor performance with input from county departments and implements necessary corrective actions
  • Performs various audits and collaborates with Williamson County Auditor’s Office
  • Performs business case analysis to determine need and effectiveness of contract services
  • Performs various quality control measures for all contract documents
  • Attends all meetings and trainings, as required
  • Performs special duties as assigned

PHYSICAL DEMANDS
  • Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying
  • Position involves safely operating a motor vehicle
ENVIRONMENTAL FACTORS
  • Work is primarily indoors in an air-conditioned environment
  • Travel between work sites, as required
IRREGULAR HOURS
  • Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required
  • May be deemed essential personnel in the event of an emergency

MINIMUM QUALIFICATIONS

  • High school diploma or equivalent and five (5) years of purchasing or procurement experience OR an equivalent combination of education and experience
  • Two (2) years of contract administration experience
  • Knowledge of local, state, and federal government finance practices
  • Knowledge of contract documents, agreements, and legal practices
  • Working knowledge of Microsoft Office Suite
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
  • Valid driver’s license
PREFERRED QUALIFICATIONS
  • Associate degree in a related field
  • National Purchasing Association Certification OR Contract Management Association Certification
  • Knowledge of Contract Management System such as Bonfire or similar
  • Proficient data entry skills with the ability to type up to 55 words per minute
