Whislte Lake Consulting is Hiring a Budget and Financial Manager (BFM) Near Arlington, VA

Position Description - Budget and Financial Manager

Whistle Lake Consulting is seeking highly motivated business financial management professionals interested in supporting the Defense Advanced Research Projects Agency (DARPA), contributing this unique agency’s mission to make pivotal investments in breakthrough technologies for national security. Positions are open to experienced professionals, as well as junior analysts interested in this highly dynamic environment. Must be able to obtain a Secret clearance, active TS/SCI preferred.

DARPA is a fast paced, exciting place to work. Successful candidates must demonstrate a can do attitude that is focused on accomplishing the mission. The role is multi-faceted, with a focus on financial and contract management: administration and tracking of multiple program contracts, multiple seedling contracts, and multiple other Government agency and FFRDC tasks including financial oversight, monitoring program milestones, and assisting with document preparation and coordination. Ability to learn quickly, multi-task, and show flexibility, initiative, and innovation in dealing with ambiguous and fast-paced situation is a must.

Minimum Requirements:

  • Must be able to obtain a secret clearance (US Citizens Only)
  • Bachelor’s degree in finance, business, or project management related fields, OR Bachelor’s degree in any field and work experience that demonstrates equivalent financial or program management skills.
  • 3 years’ experience in program or business administration and support activities for DoD or IC, including financial and budget support, tracking and management.
  • Strong knowledge of, and experience with, being in and around the Federal contracting environment.
  • Detail-oriented; strong professional oral and written communication skills; proficiency in

Microsoft Excel/Word/Power Point

  • Strong organizational skills.
  • Creative problem solving skills.
  • Experience in project or program management.

Preferred:

  • Previous DARPA support experience is HIGHLY preferred.
  • TS/SCI Clearance.
  • At least 1 years of experience as a DARPA Business Financial Manager (BFM)
  • Defense Acquisition University (DAU) certifications.
  • PMP Certification
  • Demonstrated experience with all functions of the DARPA BFM role to include:
  • Utilizing the DAI financial management system to support procurement activities.
  • Drafting funding documents, including MIPRs.
  • Providing program planning support to the Program Manager, to include: coordinating kick-off meetings and industry days, and constructing project plans.
  • Supporting the construction of the program budget, and actively tracking all funding actions against the established budget.
  • Creating briefings and reports to keep the Program Manager fully apprised of program financials, and deliverable progress.
  • Assisting the Program Manager in preparing, coordinating, and evaluating BAAs, FOAs, RFIs, and

RFPs.

  • Coordinating with Contracting Officers and Contracting Officer Representatives to ensure that funding actions are compliant with all requirements of each contracting activity.

Position Responsibilities not limited to the following:

  • Administration and tracking of multiple program contracts, multiple seedling contracts, and multiple other Government agency and FFRDC tasks including financial oversight, monitoring program milestones, and assisting with document preparation and coordination.
  • Programmatic tracking, deliverable collection, analysis and logging, communications with performers and support personnel, and task scheduling.
  • Planning and execution of program meetings – including PI meetings, workshops, teleconferences and conferences.
  • Coordination and review of pre-publication and program documentation.
  • Preparing funding documentation and procurement packages for program performer contracts resulting from Broad Agency Announcements (BAAs) and other solicitations.
  • Coordinates, collects, compiles, and edits contract monthly reports.
  • Prepare cost projections and purchase requests for pending contract task order modifications

(mods), coordinate with contracting officer, and follow up / track / file mod completion

  • Preparation of briefings and reports, managing program documentation, archiving, and records management.
