    POSITION: Finance Manager - Minimum of 225 days up to 240 days depending on final placement
    SALARY RANGE: Administrative Salary Schedule plus School District Comprehensive Benefits Package. Current salary range of $66,624 - $108,934, with opportunity for tuition reimbursement of up to $7,000.
    SUMMARY:
    Plan, organize, and manage the operations and activities of the District’s Finance Department, including accounting, financial reporting, financial assistance, budget, grants administration, systems support and project management, payroll, internal audit, and contracting. Supports and advises the Chief Operations Officer, Chief Academic Officer, Board of Education, and the Superintendent of Schools regarding District finance, budgeting activities and ensures compliance with governmental accounting processes and procedures. Is responsible for the District compliance with the CDE Financial Policies and Procedures Handbook (FPP).

    Essential Duties and Responsibilities:
    • Responsible for oversight of the development and analysis of the annual District budget in accordance with State statute, Colorado Department of Education regulations, and Board of Education policy; forecasting of revenues and expenditures, budget development timetables, budget request reviews, preparation of fiscal overview documents, and review and analysis of October student counts and student count projections.
    • Provides for effective internal controls and accurate, legal, proper and complete financial transactions; continually monitors fiscal records, transactions, entries and statements for regularity and accuracy; and provides for and communicates results of an independent audit of financial operations.
    • Review and post as necessary all journal entries for the district – i.e. property tax deposits, interest income, bank fees and other deductions, reclassifications as requested by departments and schools, allocations of field trip transportation, printing and postage costs.
    • Responsible for completing the Districts Annual Financial Audit and the preparation of the districts Annual Comprehensive Financial Report, responsible for monthly monitoring and reporting to the Board of Education
    • Assists District Transportation with the annual CDE-40 report. Upload report and supporting documentation to CDE.
    • Participate in the preparation of the Data Pipeline submission to the State of Colorado Department of Education (CDE)
    • Manage year end accruals and roll over process.
    • Oversee Federal and state grant reporting
    • Provide guidance and support to Payroll and Accounts Payable.
    • Research and document recommendations on governmental accounting standards, new pronouncements and proposed accounting treatments, with an emphasis on Governmental Accounting Standards Board (GASB) and generally accepted accounting principles.
    • Make continuing comparisons between budget and actual performance, prepare reports detailing financial performance compared to forecasts, and prepare explanations of budget variances and deviations.
    • Assists with financial projections and planning for annual salary negotiations, working with HR on appropriate budget and HCT projections
    • Oversee the preparation of financial reports and studies, including detailed and summary budget analyses and comparisons, development of charts, graphs, and materials for presentation to District staff, the Board of Education, and the community. Monitors the preparation and review of the Annual Comprehensive Financial Report (ACFR), Bond Official Statements, and other financial reports. Conduct research and collect data necessary to effectively report on progress on applicable Board monitoring reports.
    • Working with the Chief Operation Officer will assist in the calculation of the District’s annual mill levy for property taxes and distribute mill levy certifications to the Colorado Department of Education and Weld and Broomfield County after approval by the Board of Education.
    • Engage with school and department administrators to provide assistance and leadership in the financial and budgeting activities that impact individual schools and departments.
    • Perform other related duties as assigned or requested.
    Minimum Qualifications:
    • Bachelor’s degree in Finance, Accounting, or a related field is required; advanced degree (MBA) or CPA preferred
    • Extensive experience in financial management, with experience in Colorado public education finance is strongly preferred, but we are willing to provide training
    • Familiarity with Colorado's educational funding structures and reporting requirements.
    • Strong understanding of governmental accounting principles and financial regulations.
    • Expertise in budget development, financial planning, and analysis.
    • Proficiency in financial software and accounting systems. Current system is iVisions but at minimum should have experience in enterprise accounting software systems
    Required Knowledge, Skills, and Abilities:
    • Review weekly accounts payable payments for accuracy, print checks and create positive pay file.
    • Financial oversight and processing of local, state and federal grants
    • Reconcile cash accounts and monitor cash position throughout the month
    • Add GL accounts in the ERP system as necessary.
    • Review, monitor and assist as necessary to create and post budget transfers,
    • Monitor and report PERA contributions for Independent Contractor PERA retirees.
    • Assist with bond related fees, principal and interest payments.
    • Strong analytical, strategic planning, and problem-solving skills.
    • Excellent time management, planning, and organizational skills.
    • Resilience and a positive attitude.
    • Effective communication skills, both verbal and written, with the ability to present complex financial information clearly.
    • Leadership abilities and experience in managing teams.
