Description
Scope:

Responsible for duties related to landlord/tenant engagement, Housing Quality Standards (HQS) inspections, program re-certifications and initiating SHHS rent payments. The Landlord Engagement Coordinator will act as technical assistance and subject matter expert for landlord-tenant relations and housing quality for the SHHS Department, ensuring a greater provision of services to Out-Wayne homeless participants.

Essential Functions
  • Coordinate, schedule and conduct Housing Quality Standard and habitability inspections based on U.S. Department of Housing and Urban Development (HUD) and Michigan State Housing Development Authority (MSHDA) regulations.
  • Work closely with Supportive Housing and Homeless Services staff and partnering agencies toward the goal of securing safe, affordable and sanitary housing for homeless individuals and those at-risk of homelessness.
  • Work with landlords to address unit deficiencies; initiating non-payments and monitoring repairs for reinstatement of rent.
  • Maintain a strong understanding of infestation and pest issues; coordinating pest control and fumigation when necessary.
  • Work toward removing barriers with local landlords by advocating for homeless participants and supportive housing programs.
  • Point of Contact during regular business hours for non-emergency maintenance and building issues related to Visger Apartments.
  • Work closely with Supportive Housing and Homeless Services Specialists to solve various issues and conflicts between Tenants and Landlords. This includes being at a lease signing when a Case Manager is unavailable, reviewing leases and calculating program income.
  • Maintain a Landlord and a Tenant Move In packet for successful transitions to housing.
  • Submit initial requests for rent payments for all SHHS programs; work closely with the Accounting department to resolve matters related to rent payments, ongoing/recurring transmittals and reconciling as needed.
  • Maintain relationships with Legal Aid resources regarding landlord tenant regulations and updates.
  • Build and maintain healthy, working relationships with current landlords and actively engage in new landlord relationships.
  • Develop and facilitate Client Orientation and Landlord Engagement meetings.
  • Prepare and maintain client files as required by Wayne Metro and applicable funding sources. Remain abreast of changing guidelines in determining eligibility and record keeping.
  • Provide staff support to the Out-Wayne Continuum of Care (CoC) through coordination of efforts including but not limited to Homelessness Awareness Week activities, common service procedures and tools, and meeting attendance.
  • Maintain accurate records which are compatible with those maintained by Wayne Metro for the purpose of deriving statistics, meeting legal requirements for program and client records, and compiling program reports as may be requested by program management.
  • Maintain up-to-date with HQS trainings and federal regulations
  • Maintain a positive attitude towards assigned work, clients, and staff; and a willingness to work with others.
  • Perform work in a professional manner that upholds Wayne Metro's policies and procedures.
  • Other duties as assigned.
Qualifications
Physical Requirements and Work Environment

Clerical: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.

Minimum Qualifications:
  • Bachelor Degree in Human Services with a minimum of three years of experience in a related field OR a combination of education and experience that is similarly equivalent.
  • Knowledge of Wayne County demographics, the needs of people experiencing homelessness or who are at risk of losing housing in Wayne County, and services available to meet those needs.
  • Housing Quality Standards Certification a plus.
  • HMIS experience is a plus.
Minimum Competencies:
  • Working knowledge of basic internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.
  • Ability to communicate effectively both orally and in written form.
  • Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
  • Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
  • Ability to work independently or in a team environment (as deemed necessary).
Licensing and Other Requirements:
  • Valid identification and reliable transportation.
  • Although the Covid-19 vaccination is no longer mandated, it is encouraged. Wayne Metro will always prioritize the safety of our staff and clients.
Travel Requirements:
  • Ability to travel to various sites.
Work Hours: Monday throughFriday, 8:30 am 5:00 pm. Hours may vary based on program need.
