DESCRIPTION OF MAJOR JOB DUTIES
Clerical Specialists perform highly difficult, complex and responsible office work in various departments throughout Wayne County.
Duties include but are not limited to : handling complex public contact work, reviewing and processing documents for completeness, accuracy and conformance with required office practices.
Clerical Specialists may perform in a team leader capacity over a moderately sized group of clerical employees, providing oversight and assistance in clerical activities.
Clerical Specialists may perform difficult and responsible legal office work under general supervision with considerable independence and responsibility in carrying out work assignments.
ELIGIBLE PERSONS
At the time of application and appointment, applicant must have :
NOTE : Equivalent part-time experience will be assessed and credited at the discretion of the Department of Personnel / Human Resources.
Completion of education at an accredited college or university may be substituted on a year for year basis for the required experience.
A passing score on the Clerk written examination may be substituted for the required experience. Proof of education must be submitted with application.

SPECIAL CONDITIONS
In the County Clerk's Office, the Prosecuting Attorney's Office and the Sheriff's Office, employees will be fingerprinted and / or must pass a national criminal background check before being placed in this position and periodically thereafter.
Applicants must pass the performance test in order be certified to positions at the Prosecuting Attorney's Office.
TYPES OF TESTS
A written assessment (100%) will be administered covering knowledge of general office practices, general clerical abilities, basic math skills, general clerical practices and procedures and related knowledge.
A Performance test (pass / fail) will be administered to evaluate data entry speed and accuracy (for positions at the Prosecutor's Office only).
Online virtual testing and testing at Wayne County Community College - Northwest Campus and the Guardian Building is available.
In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel / Human Resources may substitute for the above tests an evaluation of experience and training or such other tests as the Department may deem desirable to determine the competence of the applicants.
PURPOSE
The purpose of this examination is to establish an eligible list from which to fill present and future vacancies. The eligible list will remain in effect for six (6) months but may be extended.
The eligible list resulting from this examination will be used only when there are no persons available on the current established Clerical Specialist list, 2945 OC.
All lists will remain in existence until exhausted or terminated by the Department of Personnel / Human Resources. This is a continuous examination and ranking on the eligible list will be subject to change as names are added to and removed from the list.
GENERAL INFORMATION
Pay Rate and Fringe Benefits : Appointments will usually be made at the minimum rate. Payment is on a bi-weekly basis. Employees receive liberal fringe benefits which include vacation pay, sick leave pay, health care insurance, optical, dental, long term disability, life insurance and a retirement plan.

The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training.
Investigation and Probationary Period : An investigation of character and past employment and / or fingerprinting of candidates will also be conducted.
Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions with the provisions of the collective bargaining agreements.
Veteran's Preference : Honorably discharged war veterans who receive passing grades on examination will have ten (10) points added to their final earned examination scores and those who have a service connected disability will have five (5) points added t6o their score, for a possible total of fifteen (15) additional points.

Appeal of Rejection : Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision.
An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted.
Review of Examination : A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed.
An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.
