As a function of the Waupaca County Department of Health and Human Services Department, the Early Intervention Specialist provides educational services to children, birth to three of age who have developmental disabilities, and their families. This position is responsible for providing initial intake and assessment to determine eligibility for children with developmental delays, disabilities, or other atypical developments as mandated by the Federal Birth to Three program. This position is also responsible for organizing and participating in each child’s evaluation, screening, and development of the Individualized Family Service Plan, lead coordination of care, and will assist families in accessing community resources and will teach them how to be an advocate for their child. This position is governed by DHS 90.

Participates, develops and ensures the implementation of the Individualized Family Service Plan (IFSP).
Builds families confidence and competence utilizing coaching techniques and teaming to assist families in developing stimulation and training techniques in speech, motor, cognition, leisure-time activities, socialization, behavior management, and activities of daily living that can be implemented within a families daily activities.
Provides special instruction to child and family in order to achieve the outcomes of the IFSP.
Demonstrates active listening, reflection, culturally sensitive and interviewing skills during family visits and team meetings, sharing relevant information with team members. Works with families, local school districts and community agencies in order to ensure a continuum of services once the child turns three years of age.
Facilitate access to services. Coordinate care and monitor services for family on a timely basis. Determine participant eligibility and terminate consumer enrollments and services as appropriate based on program requirements.
Provides service coordination to families, through home visits and phones calls, by referring to needed medical and financial resources, empowering families as they interact with team and community partners, and billing for Case Management.
Monitors and complies with HFS 90 law, recommended best practices, and Federal/State compliance indicators.
Advocates for the child and their families to ensure accessibility and service delivery.
Attends staff meetings and trainings as directed.
Practices Trauma Informed/Compassionate Care to offer a safe and connected environment for self and collaborative partners and families.
PERIPHERAL RESPONSIBILITIES:
Performs other duties as assigned by the Early Intervention Supervisor.
EDUCATION: Bachelor’s degree in Early Childhood Special Education
EXPERIENCE: Two years experience in Birth to 3 Early Intervention Program or EC; EEN Program is preferred.
SPECIAL REQUIRMENTS: DPI license #808 or #809 Certification required with a valid teaching license. Other education majors (Early Childhood, Special Education) will be considered if process for completions of certification is completed and emergency license can be granted through DPI.
Knowledge and application of community resources, financial resources; normal and abnormal child development, family structure/ dynamics, and special education laws.
Ability to interact, evaluate, and screen infants and children developmental status.
Ability to maintain accurate and detailed records.
Ability to follow written and oral instructions.
Ability to communicate effectively orally and in writing.
Ability to facilitate and participate in team meetings
Ability to establish and maintain effective working relationships
Ability to interact with families in a friendly, caring, empathetic and patient manner, utilizing a trauma informed care approach.
Ability to maintain agency confidentiality.
Must have available transportation to perform on-site responsibilities.
