This is a project position funded through 09/29/2024 with the possibility of extending.

This position is an opportunity to support important opioid treatment work across the state through project coordination, site visits, and grant management. The ideal candidate will bring grant implementation experience and be able to manage a variety of priorities from partner agencies with whom they are coordinating tasks such as information gathering and reporting. About the division:
This position is in the Substance Use and Overdose Response Unit of DBHR. DBHR provides leadership to improve the health status of vulnerable populations, improve economic stability and self-sufficiency; and improve individual and public safety. DBHR promotes strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drug and support recovery. This position directly contributes to meeting the mission of HCA/DBHR by integrating substance use disorder treatment programs and services to promote healthy lifestyles and improve individual and public safety, understanding of and eradicating stigma and prejudice for substance use disorder (SUD), and increasing capacity for community-based care.

About the position:
This position supports HCA’s mission and strategic goals of preventing opioid overdoses and overdose-related deaths, increasing access to community-based treatment services for individuals with an opioid use disorder (OUD), promoting evidence-based and promising approaches to address the opioid epidemic, and supporting the Governor’s Executive Order 16-09, Addressing the Opioid Use Public Health Crisis. The Washington State Opioid Response (WA-SOR) project decisions are informed and chosen through the application of the Statewide Opioid Response Plan. Washington’s Opioid Response Workgroup developed the plan in 2015 and has continued to update the plan yearly, with the goal of reducing the morbidity and mortality associated with OUD through a collaborative statewide effort.

The position’s main purpose is to coordinate between all projects related to the federal Substance Abuse Mental Health Services Administration’s (SAMHSA) WA-SOR Grant. The Project Coordinator is a required full-time position of the SOR Grant and works closely with program managers and the SOR Project Director to ensure adequate cross-system collaboration. This broad scope includes the coordination of an annual budget of approximately $28,000,000 to eight prevention projects, ten treatment projects, and three recovery initiatives, in addition to several Tribal-specific initiatives along the continuum of care, which provide services statewide.

This position is eligible to telework and is typically not required to report on-site but will be required to perform annual site visits throughout Washington, attend conferences, and occasionally work on-site in Olympia. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
Coordinate among the various programs funded through the SOR Grant to address the opioid crisis.

  • Coordinate with the SOR project director to enhance and expand SOR-funded requirements and expectation efforts of various grants awarded by SAMHSA (e.g. SOR, State Targeted Response, Mental Health, and Substance Abuse Block Grants).
  • Coordinate opioid response initiatives with other state agencies that address the needs of individuals impacted by OUD to ensure that SOR initiatives are in alignment through analysis, reports, research, and consultative expertise with other state agencies, contractors, and stakeholders.
  • Ensure ongoing coordination between the divisional sections as it pertains to SOR-funded efforts.
  • Assists and coordinates with the SOR project director in the implementation of processes and procedures.
  • Oversee, develop, and write policies and procedures as they pertain to medications for opioid use disorder (MOUD) and the SOR contract.
  • Ensure all available resources for services within the state are leveraged for substance use prevention, treatment, and recovery support services and coordinate activities with other funding sources for states and providers of these services to avoid duplication of efforts.
Develop and manage strategies to maintain communication and collaboration with stakeholders on the current status and future efforts related to the SOR grant.
  • Monitor SOR sub-recipient performance.
  • Maintain and retain project data and grant-related publications and supported materials.
  • Monitor SOR project timelines and ensure completion of progress and other required reports.
  • Assist and coordinate with the SOR Project Director with grant application, contracts, and budget and coordinates project reporting activities.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following requirement options:

  • Option 1:
    • Master’s degree with major area of study in social services, public administration, healthcare administration or other relevant field and
    • Three (3) years of consultative experience in the specialized field of drug and alcohol treatment and professional experience in project management, grant writing, planning, administering, developing, or delivering social, financial, health, or substance use disorder treatment service programs. Work experience must include increasingly challenging duties and performance that establishes an advanced level of expertise in this field.
  • Option 2:
    • Bachelor’s degree in a field identified above and
    • Five (5) years of experience described above.
  • Option 3:
    • One year as a Medical Assistance Program Specialist 2.
Preferred qualifications:
  • Ability to direct complex and/or design innovative and new behavioral health programs and to design, implement, and evaluate strategic and tactical plans, evaluation tools, and public education campaigns.
  • Ability to create and promote a supportive team environment, work with diverse staff and communities, maintain high personal and professional standards, work independently, multi-task, and prioritize work, meet deadlines, and promote transparency and open communication.
  • Ability to analyze situations, identify policy needs, develop strategies, promote ideas, develop goals and objectives, set priorities, establish benchmarks, and use data for decision-making.
  • Well-versed in the utilization of evidence-based practices and substance use disorder treatment and prevention.
  • Ability to work independently, strong communication, collaboration, and relationship building skills, and organization.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
