Job Description

MINIMUM QUALIFICATIONS

Education

  • High school diploma or GED
  • Vocational or technical training in Transit Systems

Experience

  • A minimum of four (4) years of experience supervising or conducting rail grinding efforts on a railroad.
  • Experience inspecting condition of running rail to identify various degrees of rail fatigue and wear.

Certification/Licensure

  • Level four (4) Roadway Worker Protection (RWP) certification, within one month of hire and maintained for the duration of time in the job

Preferred

  • Management of staff experience

SUMMARY

The Program Coordinator, Rail Grinding coordinates and oversees the daily work activities of the rail grinding contractor to ensure the desired work tasks are accomplished according to the scheduled rail grinding needs and in accordance with WMATA’s operational and safety policies. The incumbent is responsible for escorting the contractor while on WMATA property as the Roadway Worker in Charge (RWIC); the establishment of the work zone; ensuring the quality of grinding work; ensuring that the contractor is maintaining the rail grinding vehicle for availability safe and operation; and coordinating with WMATA Track Access Escort Support team to validate safe vehicle operation, in accordance with existing policies.

ESSENTIAL FUNCTIONS

  • Reserves rail grinding track rights four to six weeks in advance of the General Order Track Rights System (GOTRS) target period. Ensures track rights are reserved for nightly rail grinding track accessibility, according to the priority rail grinding schedule of need, supplied by the Rail Grinding Program Manager.
  • Escorts contractors, at all times, while they are on WMATA property to ensure that contractor remains safe, and WMATA property is protected. This includes during the arrival and departure from WMATA property. Arranges the necessary WMATA support staff to allow contractors to move safely about the WMATA rail system and perform work according to WMATA protocols. This includes Pilot support for vehicle transport support to perform inspection, mobilization, demobilization tasks. Ensures that contractors are working according to contractual arrangements.
  • Oversees the daily performance and quality of contractors’ rail grinding work, by conducting assessments of “in—the-field” rail grinding needs and attainment of the desired rail grinding post product. This includes reviewing the most current rail general quality index and inspecting and assessing rail head surfaces for defects and conditions, both pre-grind and post grind. Ensures the appropriate attention is applied to each site and the mission of the contract has been attained.
  • Communicates with the Rail Operations Control Center to ensures proper air circulation in the tunnel while grinding, and the implementation of Rail Grinding Standard Operating Procedure (SOP) 121.11, to adjust rail grinding and deployment of fire mitigation efforts in designated areas. Identifies poor tie quality location and reduce fire incidents.
  • Periodically checks contractors’ vehicle maintenance records, according to CTEM direction, for vehicle safety conditions and to ensure vehicle is certified to operate on the WMATA system. Ensures that the vehicles are maintained so operational reliability is high. This specifically pertains to the conditions of grinding stones and spare stones and air intakes.
