Job Description

Minimum Qualifications

Education

  • Bachelor’s degree in Planning, Engineering, Economics, or related field
    • In lieu of a bachelor’s degree, a high school diploma or equivalency (GED) and (4) years’ experience in business and transportation planning, public transportation, project management, and/or public advocacy

Experience

  • A minimum of ten (10) years of diversified senior-level managerial experience in business and transportation planning, public transportation, transit scheduling, project management and/or public advocacy; to include managerial, supervisory, and project management experience.

Certification/Licensure

  • N/A

Preferred

  • Education
    • Master’s degree in Planning, Engineering, Economics, or related field
  • Experience
    • Knowledge of geographic information systems (GIS)

Mission Essential Designation:

  • In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Assistant Director, Bus/Rail Service Planning and Scheduling manages the day-to-day administration of assigned operational branches and programs within the Office of Bus/Rail Operations Planning and Scheduling. Assists with facilitating a more strategic focus on the development and advocacy of the department's initiatives with key stakeholders both internal and external while ensuring tactical leadership oversight across all departmental functions. The incumbent directs a staff of planners, schedulers, compilers, analysts, engineers, mechanics, support personnel and consultants. In cooperation with the Director, this position advises the Managing Director, Intermodal Planning and the Senior Vice President Bus/Rail and other officials of the Authority concerning Bus/Rail practices, Metrobus/Metrorail service plans, procedures, policies and strategies. May be assigned to independent projects in conjunction with other departments or to represent the Authority with outside agencies and organizations.

ESSENTIAL FUNCTIONS

  • Sustains internal Office functions through meetings, communication, coordination and budget and resource administration to ensure effective and timely reporting and implementation of activities relating to activities of established self-directed work groups in areas of Service Planning and Scheduling, Technology and Support and Capital Facilities and Programs.
  • Contributes to the preparation and documentation of the annual Office work plan, budget and Business Plan submissions in support of the mission, goals and objectives of the Authority. Coordinates the development and preparation of major inputs to the annual work plan of Metrobus/Metrorail services including identification of program goals, budget requirements, equipment, facility, staffing and consultant needs to initiate services, projects, and studies.
  • Reviews and presents bus and rail service plans and strategies for consideration by the Washington Metropolitan Area Transit Authority (WMATA) executive leadership team, General Manager/Chief Executive Officer (GM/CEO), and the Board of Directors (BOD).
  • Serves as an advocate for Metrobus/Metrorail in the region by working with Authority staff, local, state and federal agencies and community groups to generate support for the successful implementation of transit plans, projects and programs.
  • Engages the public and riders in a continuing dialog about service conditions causes and solutions through correspondence, direct and indirect research and scheduled public meetings and project-based outreach programs.
  • Assists with policy development and coordination of regional Metrobus stop and customer facility projects to improve Metrobus customer convenience, comfort and safety through WMATA and local agency capital programs and projects.
  • Implements assignments, such as, but not limited to, business process documentation; formulation of operating cost assumptions and preparation of tactical plans to implement projects, processes and programs.
  • Prepares and presents oral and written reports and Power Point presentations to communicate recommendations within areas of assigned responsibility.
