Washington County (Minnesota) is Hiring a Senior Right-of-Way Agent Near Hillsboro, OR

THE POSITION

The Capital Projects Services (CPS) Division in the Land Use & Transportation Department is looking for a Senior Right-of-Way Agent.
The Position
The Senior Right-of-Way Agent acquires and leads property rights acquisition tasks needed to construct roadway and other projects within Washington County. They manage all aspects of the eminent domain acquisition process in compliance with federal, state and local laws, rules and regulations. This may include property rights negotiations with property owners (in person), understanding property law practices, valuation methodology and appraising land based on zoning.
This is a hybrid position eligible to work remotely 1-2 days per week.
The ideal candidate will be
  • A resourceful problem solver and team builder
  • Someone with effective communication and interpersonal skills who's able to negotiate complex property interests with impacted citizens
  • Experienced in appraisal methodology and able to explain key concepts with ease and clarity
  • Someone who can identify and coordinate real property acquisitions work needed for the design and construction of capital improvement transportation projects within Washington County
  • Experienced in reviewing plans, balancing time-sensitive tasks and leading a team to meet goals
  • An organized self-starter able to confidently juggle and prioritize multiple tasks with ease
  • Articulate, attentive to detail and able to perform complex mathematical calculations
  • Comfortable with current technology and learning new software
  • Interested in being involved with a variety of projects
  • Experienced working with the Uniform Act, federal, state and local regulations related to eminent domain (condemnation) law
  • Experienced with federal-aid and state funded transportation projects and complex title issues

MINIMUM QUALIFICATIONS

Education and Experience:

  • A Bachelor's degree in Real Estate, Business Administration, Communications, or a related field AND one (1) years of experience in right-of-way related work which includes any combination of real estate appraisal, property law, acquisition/negotiation, property management, title examination, condemnation, or other closely related experience. OR
  • An Associate degree in Real Estate, Business Administration, Communications, or a related field AND three (3) years of experience in right-of-way related work which includes any combination of real estate appraisal, property law, acquisition/negotiation, property management, title examination, condemnation, or other closely related experience. OR
  • Five (5) years of experience in right-of-way related work which includes any combination of real estate appraisal, property law, acquisition/negotiation, property management, title examination, condemnation, or other closely related experience.
