Position Title: Technical Specialist (Clerk)

Union: Non-Union

Working Title: Recording Deputy

Salary Grade: Grade J - $4,572.08 - $4,947.65 per month

Reports to: County Clerk

FLSA Classification: Non-Exempt

Department: Clerk

Effective Date: 1/1/2023

General Position Summary:

The Technical Specialist is responsible for the independent research and application of complex Oregon Revised Statute and Oregon Administrative Rules, licensing, records management and the development of information, documentation, and communication for the public. In most cases, the work will include consideration for future legal processes including non-negotiable timelines and required forms. This work includes the use of specialized systems for which other government agencies or service providers depend on for accuracy of the information and to complete their own work. Some roles will include money handling, invoicing, and reconciliation of accounts.

Essential Functions (in a typical workweek):

· Research and provide information in response to inquiries and/or complaints directed from the public in person or via other media.

· Participate in the processing of legal documentation. Receive, record, and prepare for the delivery of documents in person or through other public channels. Documents can include, and are not limited to plats, deeds, orders, petitions, etc.

· Examine documents for compliance with statutory requirements and completeness.

· Assists with preparation for the Property Value Appeals Board (PVAB).

· Issues marriage licenses (includes entry into external and specialized systems and in-house database). Process all associated paperwork and answer questions in regard to applicable laws.

· Operates specialized data information systems. Enter, modify, research, review, and maintain records for use by Wasco County and others government or service organizations.

· Communicate with attorneys, title companies, other agencies, and the general public regarding general and specific inquiries in relation to the statutory requirements of the Clerk’s office. Composes a variety of correspondences, reports, notices, invoices, and other materials requiring independent judgment.

· Responsible for maintenance and management of archival records.

· Provide co-workers with updated education, information, processes, etc. related to assigned work.

· Perform other duties as assigned. Any employee may be required by their manager(s) to perform any of the duties described in his/her position description, and other duties which may be necessary or desirable and for which the employee is qualified.

Secondary Functions (less than 10% of time)

· Organize, file, and retrieve materials and documents.

· Cash reconciliation and cash handling

· Indexing and organization of County owned records.

Positions that have substantial contact with a wide range of individuals, but the contact is limited in scope, should also be placed at this level.

Working Conditions:

Physical Requirements:

This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions. Education, Experience, and Certification/Licensure:

· High School Diploma or GED

· Two to four years of experience including the application or ORS and OAR; OR

· Any combination of experience and training which demonstrates the knowledge, skills and abilities required to perform the above-described duties.

· Valid Oregon Driver’s License, safe driving record.

Preference will be given to candidates who have:

· Ability to speak and read Spanish is preferred but not required.

· Helion and ORMS experience is preferred but not required.
