**The Principal Analyst of Quality Assurance applies expert-level knowledge of program regulations and policies

to oversee all aspects of quality programming including but not limited to programming compliance,

outcomes, operations, financials as well as ensuring alignment with funding and agency regulations. Job

duties include identifying areas where programming is successful and to be replicated and areas of non-

compliance leading to programming improvement. Additional duties consist of identifying training needs

alongside other management/supervisory personnel, conducting regularly scheduled compliance monitoring

visits of program sites, overseeing the reviewing and analysis of program data, and ensuring funder reporting

accountability. Supervises paid staff in support of the Quality Assurance mission. Must remain up to date and

knowledgeable regarding all program regulations under purview, as well as multiple database systems.

Responsible for agency CARF accreditation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Responsible for coordinating CARF accreditation, including staying up to date on requirements and

coordination for accreditation process.

· Oversees compilation and analysis of program and community data and outcomes to inform program

development and management.

· Responsible for assessing systems used within the agency, developing improvement plans, and

implementing systems change as needed.

· Monitors the implementation of quality programming. Conducts regular monitoring visits of program

sites and subcontractors in order to ensure compliance to programmatic regulations and best practice

standards, identifies deficiencies, and develops programmatic corrective action plans for review and

approval by the Vice President of programs.

· Assists management in making the programmatic and reporting changes needed to carry out expected

service delivery models. Plans, in conjunction with program management, how and when to train staff on

new models and changes within programs.

· Coaches supervisors and managers on overarching compliance requirements related to non-profits and

grant agreements – provides training and consultation on allowable costs

· Presents summary report to program management team to review servicing on TFA’s, data, and

compliance outcomes for multiple grants and program sites. Informs supervisors of necessary corrective

actions as appropriate.

· Serves as the database manager or liaison for several different platforms internally and externally: Data

Partner Agency Liaison (DPAL) for Colorado Homeless Management Information Systems, SQUARES

Manager, Google Drive owner and manager for documents.

· Serves as the primary agency point of contact for mentorship relationships with other grantees as

requested by program funders. Provides relevant training for mentees, coordinates site visits, and works

with funders to develop targeted assistance as needed.

· Creates data visualization, budgeting, and other program management tools to support program leadership. ·

Develops and maintains program policies and procedures that support program staff, participants, and are related to grant requirements. Ensures policies and procedures stay up to date to reflect current guidance.

· Determines training and technical needs of program staff, coordinates training, serves as a resource for analyzing and solving problems related to programs. Works to stay abreast of current issues and theories related to programs.

· Lead for stakeholders, including program funders, auditors, administrative team, and community organizations for compiling and presenting requested data and information related to program outcomes.

· Helps with organizing and developing strategic planning and supports systems of monitoring progress towards goals.

· Attends orientations, trainings, education programs, staff meetings, community meetings, conferences, and workshops to meet the needs of the position. May be asked to assume leadership positions in governing or coordinating roles throughout Colorado in support of the Quality Assurance mission.

· Performs duties in a professional manner, maintains the confidentiality of all information and participates effectively within and across teams.

· Performs all other duties as assigned

Salary Range:

$65,000-$75,000 Annual

Requirements

COMPETENCIES

SUPERVISORY RESPONSIBILITIES

· Supervises paid staff that work on the Training and Quality Assurance team.

MINIMUM QUALIFICATIONS OF POSITION

· Bachelor’s degree in public administration, business administration, education, human services, social work, or a closely related field or equivalent relevant experience.

· Demonstrated high proficiency with electronic database systems such as ServicePoint, Clarity BitFocus, Medicaid-linked systems, and HMIS. Ability to read and analyze data.

· Ability to quickly learn new database systems as new programing is brought under the quality assurance umbrella.

· Must possess a Colorado driver’s license and state-mandated automobile insurance.

· Must possess a personal vehicle that may be used for work-related travel (reimbursement for mileage is available).

PREFERRED QUALIFICATIONS OF POSITION

· Four years’ experience in human service-related field. Experience working within Medicaid-linked programs, homeless services, permanent supportive housing, or rapid rehousing preferred.

· Two years of training experience. Experience working within related human service programs preferred.

· Experience in data analysis and database management.

ANTICIPATED OUTCOMES

Establishing core competency for all front facing and managerial staff

· Participates in program reviews and analysis of programming to measure high-functioning teams and adherence to best practices.

· Establish a baseline for auditing of programs and implement processes/procedures to allow for improvement annually.

· Expands quality assurance programming throughout the agency within two years in conjunction with the Executive Management Team.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

· Travel throughout the program’s service area is required on a regular basis.

· Must be able to work in diverse and, at times, different environments such as homeless shelters, service facilities, streets, offices, and all other locations as necessary to fulfill program objectives.

POSITION TYPE AND EXPECTED HOURS OF WORK

· Works hours vary depending upon program requirements and typically maintains at least a 40-hour work week.

Extensive travel throughout the state required.

LOCATION · The preferred location of the office is in the Denver Metro area. Programming and VOAC offices are across the state.
