Volunteers of America Chesapeake is Hiring a Hearing officer Near Baltimore, MD

Reporting to the Senior Director, RRC, the Hearing Officers primary duties are to serve as adjudicator at the facility resident disciplinary hearings involving major infractions and violations of the Federal Bureau of Prisons (FBOP) and facility rules.

The employee will review incident reports for accuracy, support documents, conduct hearing, apply appropriate sanction and submit recommendation to FBOP Disciplinary Hearing Officer (DHO).

The employee will act as intermediary between the residents, facility, and DHO. The employee will collect incident hearing data, provide appeal, and results to residents.

The employee will report directly to the Senior Program Director.

RESPONSIBILITIES :

  • Reviews incident reports and schedule resident disciplinary hearings within the timeframe
  • Reviews facts to determine guilt or innocence of charges with one or more infractions and apply the appropriate penalties based on evidence and testimony presented in accordance with the FBOP other applicable rules, regulations and guidelines
  • Advises the facility on relating errors observed with incident reports and investigation documents
  • Ensures residents are provided with due process as required by FBOP guidelines.
  • Conduct incident report investigation training to security and management staff
  • Familiarize with FBOP Statement of Work (SOW) and FBOP disciplinary process
  • Assist to conduct internal audit to ensure compliance with FBOP / ACA requirements.
  • Performs other related duties.

  • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.

  • Operating office equipment requiring continuous or repetitive hand / arm movements.
  • The ability to remain in a sitting position for extended periods of time

Qualifications

REQUIREMENTS

  • High school / GED required. Bachelors degree from an accredited college or university in criminal justice, psychology, sociology or a related field preferred.
  • Minimum of three (3) years of experience counseling or supervising adult inmates in a correctional setting or one (1) year managing inmate directly as a probation filed officer.

Consideration for experience obtained counseling or supervising adult inmates in a correctional setting on a year-for-year basis for the required education and training (Internship).

  • Working knowledge and purpose of FBOP disciplinary hearing procedures, activities and responsibilities of a hearing officer which includes, ability to analyze facts and testimony and reach a sound reasonable conclusions, understand resident base files and pertinent facts from the case records and present clear and concise recommendations in writing to the DHO
  • Ability to understand and apply residents rights, applicable law, appeal right and hearing proceedings. In addition, able to interpret and apply FBOP and facility rules as well as grievance process, make independent, fair, and impartial application of judgments under stressful conditions and understand due process and its significance in disciplinary process
  • Experience handling facility and inmate disciplinary procedures, investigation, hearing, and compliance guidelines.
  • Excellent display of knowledge of trends in corrections and rehabilitation of criminal offender.
  • Experience applying standard inmate progressive sanction assessment
  • Experience conducting investigations and conducting evidential hearings in a correctional setting, court, or probation hearing.
  • Ability to develop effective working relationships with the person served population, be self-motivated and able to motivate others,
  • Strong interpersonal and communication skills are a must due to the extensive collaboration and networking that is required in the field.
  • The ability to multitask and function within a non-traditional work environment.
  • The ability to be a self-started and work independently with limited supervision at times.
  • Must have a high level of compassion and respect for persons with special needs;
  • Experience with Microsoft Word, Excel, Power-point, Outlook Email, and other systems i.e. electronic time punches, electronic medical records etc.
  • Bilingual in any language a plus.
