Description

POSITION OVERVIEW 

This position provides support to the overall SOCSOUTH mission by providing highly specialized technical and operational related functions for the Directorate of Operations (J3). The team member shall provide program support to multiple directorates within Special Operations Command South. 

DUTIES AND RESPONSIBILITIES.

The Regional Fusion Division (RFD) Team consists of operational planners with direct SOCSOUTH and or USSOUTHCOM AOR experience that shall perform tasks such as:

  • Assist with Planning, coordinating, synchronizing, executing, supporting, and monitoring all U.S. military Joint Special Operations throughout the assigned region, including the SOCSOUTH Forward Commands, related regional special operations campaigns, and all other Department of Defense (DoD) programs that provide support to Global Competition (GC), Counter Terrorism (CT), Counter Drug (CD), Counter Transnational Criminal Organizations (CTOC), and any other special operations conducted in support of the Geographical Combatant Commander’s Theater Security Strategy within the USSOUTHCOM area of responsibility. 
  • Assists SOCSOUTH in overseeing the management of SOF missions and deployments. Additionally, SME will oversee and advise the RFD Chief on Building Partner Capacity (BPC), riverine operations, Civil Affairs (CA), Psychological Operations (PSYOP), Foreign Internal Defense (FID) missions, Counter-Insurgency (COIN) operations, Counter Terrorism (CT), Counter Drug (CD), Counter Transnational Organized Crime (CTOC), Direct Action (DA), Humanitarian Civic Action (HCA), Joint and Combined Exchange Training (JCET), Strategic Reconnaissance (SR), and Sensitive Activities (SA), within the USSOUTHCOM AOR.
  • Reviews all command policies, sets priorities, prepares work schedules/develops short, mid, and long-range calendars, identifies, and solves problems, and completes assigned taskings. The contractor assists the RFD Chief in setting division objectives, suspense, reporting procedures, and general guidance concerning challenging aspects of the work.
  • Share the responsibilities of all phases of planning, coordinating, synchronizing, scheduling, managing, monitoring, and overseeing, all regional SOF programs, operations, actions, and activities in the assigned region. 
  • Independently prioritize daily RFD workload and be responsible for developing and completing RFD work assignments and tasks in their entirety as required. Specialized RFD services shall be consistently maintained to assure critical support to the command despite fluctuating workloads and/or any peaks and valleys in the number of requirements handled. Services shall be provided during normal working hours (as per para 3.10 below) with the ability to travel CONUS and OCONUS.
  • Assist the RFD Chief and Regional Analysts in managing, monitoring, and coordinating RFD task efforts. Such special assignments are of major importance to command operations; require a high degree of competence, experience, and doctrinal knowledge; and often require the resolution of significant issues.
  • Track all current operations, identify effects, and submit routine SITREP inputs to the RFD Chief to inform HHQ of action and investment (OAI) activities and effects within the Division’s focus area. These inputs shall be written to the four-star-level, and specifically address strategic-level implications.
  • Advise the RFD Chief on deploying force structure, security assistance, training, exercises, command and control, and combat development of Joint Special Operations Forces (SOF), Concepts of Operations (CONOPS), and supporting plans in support of U.S. Southern Command (USSOUTHCOM) missions and directives. The team member assists in developing mission guidance for all deployments of Special Operations Forces within the assigned region.
  • Possess knowledge of Terms of Reference (TOR), and TOR Concurrence (TORCON) Issues, including the processing of all Human Rights Vetting (HRV) for partner nation units/individuals and ensuring all parties validate and authorize required bilateral agreements.
  • Conduct coordination, synchronization, and integration with AOBs, SOCSOUTH directorates, and Force Providers ensuring RFD regional plans and activities are executed in a manner that supports the Commander’s intent.
  • Monitor and track the Automated Message Handling (AMHS) System to maintain situational awareness on current and future deployment of SOF. Ensure the RFD website is kept up to date by working together with the Command’s Knowledge Management Representatives.
  • Draft and submit USSOUTHCOM Traditional Commander’s Activities (TCA) concept papers as required.
  • Review and maintain all communication products (J3 Significant Activities, storyboards, briefs (MUB/TUB), SITREPs, and OPSUM) that are disseminated to the SOCSOUTH Commander and the enterprise weekly. 
  • Coordinate with the Force Providers (USSOCOM), U.S. Embassies, Security Cooperation Offices, U.S. Southern Command Service Components, and other interagency communities at the theater level to formulate Special Operations Forces plans and missions that will further command strategies in each respective region.
  • Travel on temporary duty trips throughout the area of operations with full authority to discuss RFD positions/guidance and promote/maintain strong relationships with Country Teams, Security Cooperation Offices, and Partner Nations senior-level officials.
  • Assist RFD in maintaining a Future Operations two-year long-range calendar for SOF activities within respective RFD.
  • Assist in the development of operational orders (OPORDs) and Fragmented Orders (FRAGOs) based on regional and country campaign plans as required.
  • Prepare executive summaries and reports with key highlights and takeaways from meetings attended.
  • Serve as a synchronizer and lead contributor for joint operational planning in JPGs and OPTs based on SOF knowledge, regional expertise, legal authorities, and operational planning capacity.
  • Prepare information papers appropriate at all audience levels from action officer to Combatant Commander as required.
  • Maintain and update summary of SOF campaign activities in respective regions and countries. Maintain UNCLASS/FOUO travel books to provide situational awareness for AOR travel. Maintain and update monthly tracker as required.
  • Prepare and update OPORD briefs for deploying teams and personnel.
  • Attend all community of interest meetings and video teleconferences as required.
  • Receive and staff CONOPS for SOCSOUTH approval as requested. 
  • Serve as the primary regional expert/representative on special projects directed by the command and in the absence of a military representative.
  • Review all regionally relevant message traffic and provide daily summaries each morning to the RFD Chief.

  • Maintain all specialized RFD services to assure critical support to the command despite fluctuating workloads and/or any peaks and valleys in the number of requirements handled. Submit the SOCSOUTH Weekly SITREP and Weekly Storyboards weekly to RFD to be forwarded to the SOCSOUTH Commander. Complete morning Update Brief slides weekly. Achieve 95% accuracy on products without the need for administrative corrections.

Requirements

  • 10 years prior military experience, experience working in a SOF headquarters required.
  • 3 years of USSOUTHCOM AOR experience
  • Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 120 days of hire.
