Overview

ABOUT THE POSITION

Northeast Director of Program Management | Hybrid

VHB’s growing Northeast Region (NY/NJ) is seeking an experienced Director of Program Management. This successful candidate will lead our program management of public and private sector projects and programs, while managing client relationships to ensure successful achievement of operating budget goals. This hire would be responsible for the development of new business opportunities, client management, project/program management, staff management, overseeing project controls, and serving as a thought leader and strategic advisor to clients.

Primary Duties & Responsibilities

  • Participate and lead the generation of new business development opportunities for program and project management
  • Manage the proposal development process from pre-RFP activities through post-submission and follow-up
  • Manage the project/program throughout it’s life-cycle from scope development/conceptual design/project baseline through construction and beneficial use/handover
  • Develop, manage, and maintain program and project schedules, budgets, and risks
  • Organize and facilitate meetings with subject matter experts to define scope of work
  • Review RFPs and RFQs to ensure compliance with solicitation requirements
  • Oversee project performance and predict project/program success through effective project controls; monitor quality assurance processes
  • Provided comprehensive risk management, project controls (scheduling and estimating), and technical support services across all project phases, from conceptual planning through construction
  • Assist in the negotiation process by providing strategic advice on contract terms and conditions
  • Act as a senior advisor and extension of client, working directly with client manager and maintaining a trusted advisor relationship, supporting public and private clients and staff with complex project challenges, including driving program performance
  • Drive program and project constructability from conceptual planning through construction; taking the lead with consultants/team members, clients, stakeholders, contractors, and design-builders to drive constructability and resolve downtime/loss time
  • Perform all job functions in compliance with applicable federal, state and local regulations and VHB policies and procedures
  • Manage financial progress through timely submittal of invoices and progress reports and initiation of change orders for out-of-scope services
  • Represent VHB at conferences, seminars, and Industry organizations and events and work to improve the VHB Program management ‘brand’ and to achieve industry excellence and consistency

Skills & Knowledge

  • Proven ability to coordinate with interdisciplinary teams such as Planning, Architecture, Environmental, Structural, Civil, Rail, and Traffic Engineering
  • Advanced knowledge of and experience with federal, state, and local regulations and agencies, including Metropolitan Transportation Authority (MTA), NYSDOT, NYCDOT, other NYC and NYS local agencies, private clients, Amtrak, NJ Transit, and Port Authority of New York and New Jersey (PANYNJ)
  • Superb technical, organizational, and critical thinking skills
  • Track record of generating new business development opportunities and preparing winning proposals
  • Advanced skills and knowledge in project, program, and client management and collaborative problem solving with stakeholders, clients, and teammates; ability to attract, lead, and retain talent that are program and project managers and taking an active role in their development and mentoring
  • Experience in estimating, scheduling, and risk assessments from conceptual planning through construction for all project costs (client, consultant, contractor, design-builder, outside stakeholders, and AHJs, etc.); ability to attract, lead, and retain talent in these areas and provide development and mentoring
  • Highly motivated self-starter with interest in growing the Program Management practice in the Northeast region and throughout the firm
  • Strong public speaking and market connected in the NYC metropolitan area preferred

Qualifications

  • 15 years of professional experience in the AEC industry required
  • BS in engineering, transportation planning, or a related field required; master’s degree is preferred
  • 10 years of supervisory experience, including program/project management, is required
