Veterans Health Administration is Hiring a Transportation Assistant Near Battle Creek, MI

The Battle Creek VA Medical Center is recruiting for a Transportation Assistant. The Transportation Assistant will function under the Veterans Transportation Service.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough knowledge to make sound and logical decisions, identifying and utilizing all appropriate available resources.
    Knowledge to deal effectively with problems, issues and situations which occur in the daily activities of the transportation program to establish and maintain effective working relationships which contribute to the attainment of organizational and service goals.
    Extensive knowledge of VA laws, regulations, directives, policies, procedures, performance measures and guidelines relating to VA medical benefits administration, organizational structure, VA mission and goals, Privacy Act of 1974, Freedom of information Act (FOIA) and working practical knowledge of applicable VHA regulation, station directives, Public Laws, State Laws, Central Office directives, HIPPA regulations. Must demonstrate personal mastery of broad interpersonal skills, including the ability to meet and deal effectively with a wide variety of customers from many educational and skill levels, for the purpose of communicating clear instructions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes. Work is performed in an office setting. Work is somewhat sedentary but requires some standing, walking, bending, and carrying light items less than 20 lbs.

Responsibilities:

The duties of the position may include but are not limited to:
  • Responsible for determining Veteran eligibility status for BT mileage reimbursement and requests for payment of special mode transportation (ambulance, air ambulance, wheelchair, etc.).
  • Processes BT mileage reimbursement requests, assigning the correct Fund Control Point (FCP) to each transaction.
  • Performs BT financial Co-pay tests to determine BT eligibility and notifies Veteran of outcome.
  • Incumbent serves as a liaison between medical center personnel, Veterans and their representatives requesting transportation, and is responsible for arranging and coordinating, ambulette, ambulance, and airline trips etc., using the most cost-efficient mode to the Government.
  • Incumbent ensures completion of consults for special mode trips in Computer Patient Record System (CPRS) daily.
  • Assures all vendors billing information, BT data, and control point obligation data is entered correctly in the pertinent computerized fiscal budget accounts
  • Reviews documents, reports, and/or application for omissions and inconsistencies, and ensures data entry is complete and accurate.
  • Maintains automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc.
  • Interacts with various other transportation services such as EMS, Veteran organizations, or County Veteran Service Offices.
  • The incumbent is responsible for preparing daily manifests of scheduled transports for the VTS program and other vendors supporting the transportation department.
