Veterans Health Administration is Hiring a Health System Specialist Near White, OR

The position is a member of a diverse, multi-professional team who works independently and has extensive experience with program and project analysis and management for VA SORCC / station 692 (Southern Oregon Rehabilitation and Clinics) and within the new & emerging South Cascades VA Health Care System.

Qualifications:

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized experience include but not limited to:
  • Ability to adjust to change, work pressures, or difficult situations
  • knowledge and experience of the principles and concepts of Diversity, Equity and Inclusion
  • Understanding the principles and methods of identify, analyze, specify, design and manage functional requirements
  • Knowledge and experience in conflict resolution, team building, executive meeting facilitation, and group dynamics
  • Skills in qualitative and quantitative techniques of analyzing and measuring the effectiveness, efficiency and productivity of program management practices
  • Knowledge of multicultural and multifaceted programs
  • Effective communication skills both orally and in writing
There is no educational substitution for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • The Diversity, Equity, and Inclusion Manager will lead the development and implementation of proactive diversity, equity, inclusion, and accessibility initiatives that will support the VISN20/VA SORC White City efforts to define, understand, assess, foster, and cultivate diversity within the healthcare delivery system. The position serves as the facility subject matter expert on diversity, equity, and inclusion and is an expert advisor on diversity, equity, and inclusion to executive leadership at the facility and at the VISN level.
  • The position serves as a program manager & coordinator for Diversity, Equity, and Inclusion which, will encompass complex assigned projects, working directly with business owners and major initiative leads. The position will serve as an advisor by providing leadership and guidance to service chiefs and their responsible teams, providing valuable consultative services to leaders and staff within the medical center.
  • The position will work to improve population experience both from an employee and Veteran perspective; work to create and maintain local Employee Resource Groups or Affinity Groups; Improve cultural awareness by helping other employees understand the values, skills, traits, etc. unique to each population; work to identify barriers to full participation of the targeted special emphasis population in all occupations and levels of the organization; provide recommendations on enhancing representation in VHA workforce; Provide direction for field representatives and leaders; and support the DE&I service in identifying and implementing population specific hiring strategies.
  • Under Director's supervision and via Director's Executive Asst. guidance, the position serves as a link between VHA executive staff and key officials within VA, VHA, VA Medical Centers and VISNs, and a wide variety of external groups and organizations, including the media.
  • The DE&I Manager will assess potential barriers and develop innovative strategies focused on recruiting and retaining a diverse workforce. The position will design training initiatives on cultural competencies, gender differences, disabilities, and other topics designed to increase awareness and support of equity and inclusion values and maintain compliance with applicable laws. .
  • The position develops long-range program plans, goals, objectives, and milestones; identifies and develops ways to resolve programs or cope with issues which directly affect the accomplishment of principal program goals and objectives; develops administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments; and studying reports containing findings and recommendations of major significance to top management.
  • The DE&I Manager will create and implement communications strategies and will serve as a content developer and manager for the trainings, web resources, social media, and print materials to support diversity, equity, and inclusion and related initiatives.
  • The position estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensures that all group members are aware of and participate in planning for achievement of team goals and objectives; and identifies and develops project management methodology and best practices and standards for team use.
  • The position develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting DE&I or related projects. Implements new initiatives and programs to strengthen, facilitate, and integrate programs into the overall facility's strategies and priorities.
  • The position articulates and communicates the assignment, program, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Under Exec auspice, the position advises executive leaders, facility managers, and staff in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, and assists the section and/or individual members in identifying the parameters of a viable solution.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The position might have to carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
