Ventura County is Hiring a Program Administrator I/II - Whole Person Care Near Ventura, CA

THE POSITION: Under general direction, plans, organizes and directs a specifically defined program area, a composite of programs, or support elements; and performs related duties as required.
Whole Person Care is a program designed to improve the health of high-risk, high-utilizing patients through the coordinated delivery of physical health, behavioral health, housing support, food stability, and other critical community services.
THE IDEAL CANDIDATE: The ideal candidate will be a detail-oriented individual who is a problem-solver and has excellent follow-through. This person will be prompt and reliable and will have strong oral and written communication skills to effectively interact with all levels of hospital staff, patients, and families. Further, this person will have interactive experience with our target population combined with supervision skills, program development experience, and experience with electronic health records, clinical documentation, and documentation standards for Medi-Cal billing.
 
APPROXIMATE SALARIES
Program Administrator I: $33.47 - $46.86 Hourly
Program Administrator II: $37.49 - $52.49 Hourly

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
 
BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination.
 
DEPARTMENT/AGENCY: Health Care Agency – Ambulatory Care
 
Program Administrator I/II are Management classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.
 
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy within Ambulatory Care.
TENTATIVE SCHEDULE
OPENING DATE: April 23, 2024
CLOSING DATE:  Continuous and may close at any time.Duties may include, but are not limited to the following:
  • Plans, organizes, coordinates, and directs the activities of service programs for at-risk populations administered by Whole Person Care.
  • Confers with other managers on policy matters and work problems; interprets policies and procedures and explains their application within the context of the assigned program field.
  • Designs operational systems and ensures conformance in daily operation; designs tools and implements methods to monitor program performance.
  • Represents the County in contacts with other governmental or community agencies and/or the public; confers and cooperates with others on policies and procedures as well as organizational, personnel, budget, and operational issues.
  • Prepares required reports; compiles and analyzes narrative financial information and statistical data to improve operations, identify program needs and/or change service delivery methods.
  • May supervise and assist in the planning and operation of in-service training programs.
  • Provides community services to at-risk populations out in the field of work.
  • Performs other related duties as assigned. 
EDUCATION, TRAINING, EXPERIENCE:

Program Administrator I: Some administrative support experience coupled with some experience directly supervising and/or leading teams, 
AND one (1) year experience working with at-risk populations including persons who are homeless, mentally ill, recently incarcerated or with complex medical or social service needs.
 
Program Administrator II: Considerable administrative support experience coupled with considerable experience directly supervising and/or leading teams, 
AND two (2) years experience working with at-risk populations including persons who are homeless, mentally ill, recently incarcerated or with complex medical or social service needs.
 
NECESSARY SPECIAL REQUIREMENTS:
Intermediate skills in Microsoft Word and Excel
Must possess and maintain a valid California driver's license.
DESIRED
Bilingual (English/Spanish)
Experience with HMIS, Cerner or any electronic Case management/health record software
Bachelor's degree from an accredited college or university in accounting, finance, business administration health care, behavioral health, or a related field
Some experience supervising teams

Knowledge, Skills, and Abilities:
 Some to working knowledge of: budgetary preparation and analysis; policy, procedure interpretation, and implementation.
 
Working knowledge of: the principles and techniques of program management, fiscal management, organization and staffing, administrative application of data processing, public relations, and personnel administration as applicable to allocated level and program; principal techniques and methods applicable to Whole Person Care.
 
Ability to: work with homeless or economically disadvantaged individuals and groups, build and maintain effective relationships with diverse groups of people, communicate effectively both verbally and in writing; effectively supervise and/or lead teams.FINAL FILING DATE: This is a continuous recruitment and may close at any time; therefore, apply as soon as possible if you are interested. TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
 
NOTE: In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
 
If there are three (3) or fewer qualified applicants, a T&E will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
 
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
