Ventura County is Hiring an Energy Analyst I - Part Time Near Ventura, CA

THE AGENCY
The General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.
THE POSITION
Under general supervision of the GSA Energy Manager, this position will specialize and focus on energy and water consumption analytics and will be responsible for collection, storage and analysis of data utilized for utility billing, energy use intensity, water use and renewable energy production. Position may work with energy and water project development.
The incumbent may research, analyze and interpret information and data necessary to meet energy management objectives; prepare written reports; make oral presentations; coordinate and/or negotiate with others on programs and performs other related work as required.
 
The ideal candidate will have the ability to gather and analyze numerical data from a variety of sources, including making reasonable assumptions. They will have a background in facility infrastructure, such as electrical, HVAC, controls, as well as experience with facility and systems design and construction industry.
Note: This is a part time position, 20 hours per week.
PAYROLL TITLE: Environmental Analyst I
WHAT WE OFFER:
  • GENERAL SALARY INCREASE: A general salary increase of 3.5% effective December 22, 2024
  • NEW HIRE INCENTIVE: New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage. (Subject to the applicable section of the Management Resolution (Secs. 625 – 627) 
  • EDUCATIONAL INCENTIVE: may be eligible for 2.5%, 3.5%, or 5%, based on completion of an associate, bachelor's, or master's degree from an accredited institution not required for the position.
  • SAFE HARBOR RETIREMENT PLAN/SOCIAL SECURITY: A candidate selected for this position will be enrolled in the County’s Safe Harbor retirement plan.. The County and you also each contribute to Social Security. For more information, visit: https://www.vcera.org/.
  • HEALTH PLANS: A flexible credit allowance of up to $16,484 annually for enrolled, regular part-time employees, subject to the conditions of the plan document.
  • FLEXIBLE SPENDING ACCOUNTS: Increase your spending power by reimbursing you with pre-taxed dollars for IRS approved dependent care and health care expenses.
  • VACATION ACCRUAL:  A candidate selected for this position will earn .05386 hours of vacation credit for each hour of compensation 
  • HOLIDAYS: 12 paid days per year, including 1 floating holiday to use at your discretion.
  • DEFERRED COMPENSATION: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis.

Environmental Resource Analyst I is represented by the Service Employees International Union (SEIU) and is not eligible for overtime compensation.Duties include, but are not limited to the following:
  • Researches, compiles, synthesizes and interprets information and data necessary to meet environmental and energy resource objectives.
  • Defines and analyzes environmental and energy resource goals and alternative solutions.
  • Prepares technical reports, board letters and makes policy recommendations for environmental and energy resource programs and projects.
  • Coordinates directly with cities, agencies, industry partners, and the public on various technical or legal aspects of programs, some of which may be controversial or politically sensitive.
  • Provides general information to the public about environmental and energy resource plans, programs, projects, applicable ordinances, policies and procedures.
  • Develops grant proposals and explores funding options for program implementation.
  • Performs other related duties, as assigned.
These are the entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION AND EXPERIENCE
Any combination of education and some experience that has led to the required knowledge, skills, and abilities. 
This can be obtained by the completion of a Bachelor’s degree in environmental science, public administration, engineering, or a related field and at least one (1) year of experience in the specialty assignment area.
NECESSARY SPECIAL REQUIREMENTS
  • Valid California Driver License at time of hire
 
DESIRABLE
  • Direct experience in environmental or energy resource management, including planning and/or operations associated with renewable energy technologies and systems. 
  • Background in construction and systems design
KNOWLEDGE, SKILLS, AND ABILITIES
Some knowledge of: principles, practices and techniques of environmental and energy resource management; federal, state, and local laws, regulations and policies relating to environmental and energy resource management.
Working knowledge of: research methods and policy analysis; intergovernmental and interagency relationships.
Some ability to: collect, analyze and interpret data; formulate policies and recommendations; solve complex technical problems; speak and write effectively, prepare technical reports; use personal computers and software programs; interact effectively with the public and other agencies to coordinate environmental and energy resource management efforts and to provide information.FINAL FILING DATE

SUPPLEMENTAL QUESTIONNAIRE - qualifying

TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

ORAL EXAMINATION - 100%:
A job-related Oral Examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
 
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
 
Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
 
BACKGROUND INVESTIGATION
A thorough background investigation which may include inquiry into past employment, education, criminal background
information, and driving record may be required for this position.
