WHAT WE OFFER
 
The County of Ventura offers an attractive compensation and benefits package. Aside from our salary of approximately $145,197.67 to $203,296.68 an employee within this position will also be eligible for the following:
  • A general salary increase of 3.5% effective December 22, 2024.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
  • Executive Annual Leave - The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service or other public service. Prior public service on a pro-rate basis from a previous public employer may apply.
  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours.
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan. 
  • Health Plans – You are afforded a flexible credit allowance of up to $23,530 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans. 
  • Flexible Spending Accounts - Employees may also participate in the Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan - Both the County and you contribute to the County's Retirement Plan and to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems such as PERS.
  • Holidays - 12 paid days per year which includes a scheduled floating holiday.
  • Miscellaneous Benefits: Incumbents are entitled to County-paid membership in professional organizations related to their position. Other benefits include: Disability Plans, Employee Assistance Program, Life Insurance, Tuition Reimbursement, Benefit Reimbursement Program and a Wellness Program.
The Department 
The Clerk of the Board is responsible for several areas of governmental service and is committed to providing excellent customer service and transparency while ensuring the integrity and accessibility of the public records for the entities that we serve. The Clerk of the Board broadcasts the Board of Supervisors and most other meetings live via the Internet and provides access to materials (agendas/minutes/documents) online for the past several years. The Clerk of the Board is the official Custodian of Record for each of the following entities (except for Claims and Summons). The Position
Under general direction of the County Executive Officer and Assistant County Executive Officer, the Chief Deputy- Clerk of the Board, plans, organizes, administers, and supervises the activities of the Clerk of the Board of Supervisors Division and performs related work as required. This position will be responsible for a division composed of eight (8) professionals who together, work towards providing excellent customer service to both the internal and external customers.

  • Assessment Appeals Boards
  • Assessment Appeals Hearing Officer
  • City Selection Committee
  • Fire Protection District Board of Appeals
  • Ventura County Consolidated Oversight Board 
An ideal candidate for this position is someone who has experience working with an elected or appointed body, possesses strong customer service, is very knowledgeable about the Brown Act, is technologically savvy and supports and promotes innovation for record keeping operations, has excellent organizational skills, works with the set Board of Supervisors' schedule and meets time driven projects with deadlines, has attention to detail, and shows a desire to be involved in a division with public facing services.
We are seeking a leader who continues to build and maintain the already strong team with good morale. Someone who is comfortable working in a fast-paced environment, can manage a budget, is well versed in agenda management systems such as Granicus, who possesses good communication skills to deliver difficult news when needed while being empathetic towards the public and is sensitive to their needs. The public may at times request language support and accessibility to the BOS meetings. A leader versed in Diversity, Equity, and Inclusion would be ideal to meet public needs with tact and care. Although not required, bilingual skills are highly desired.
The Chief Deputy-Clerk of the Board (payroll title: Deputy Executive Officer) is an "at-will" classification and is exempt from the "Civil Service."Typical duties may include, but are not limited to, the following:
  • Assigns, schedules, trains and manages staff engaged in receiving and processing documents, materials, and official records for the Board of Supervisors and related boards and commissions; records minutes of Board proceedings; and coordinates the maintenance, retention and disposition of Board records.
  • Directs and assists the receipt and processing of official Board records, publishing legal notices, preparing the agenda, clerking board meetings, authenticating Board documents, and notifying County departments and the public of Board actions.
  • Advises the Board of procedural requirements for taking complete and correct actions.
  • Reviews new laws or amendments and makes corresponding adjustments in procedures. Proposes legislative changes to make Clerk of the Board operations more efficient and effective.
  • Develops and implements new systems, procedures, and records management technology.
  • Acts as liaison to the Assessor's Office, County Counsel and hearing officers for the Assessment Appeals Board.
  • May prepare division budget and monitor expenditures.
  • Performs a wide variety of other related work as assigned by the County Executive Officer and Assistant County Executive Officer.
EDUCATION, TRAINING, and EXPERIENCE
Possession of an educational and employment background with considerable experience in a County Executive Office (CEO) work unit or related field which has led to the acquisition of the required knowledge, skills and abilities. Comprehensive experience in management and administration in the specific area of assignment.
 
The required knowledge, skills and abilities also can be obtained by completion of a Bachelor's degree and at least five (5) years of management-level experience in functions related or similar to Clerk of the Board processes and systems with considerable supervisory experience.
SPECIAL REQUIREMENT
Possession of and ability to maintain a valid California Driver License.

  • State Code, County ordinances, and regulations governing transcription, maintenance and disposition of official records
  • principles of public administration, management, and supervision

  • Use a variety of current computer-based document transcription, storage, and retrieval systems and various types of standard office equipment
Thorough Ability to:
  • Manage and develop staff
  • Analyze problems and take appropriate corrective action
  • Establish and maintain effective relationships with other officials, employees and the public
  • Manage large volumes of records and prepare clear and concise reports

RESUME EVALUATION

INTERVIEW PROCESS
