Job Responsibilities

The CJIS Systems SME must be an Information Technology professional, fluent in CJIS systems such as NCIC, NGI and Nlets. The CJIS Systems SME will be responsible for:

• IT subject matter expert on CJIS and other national crime information systems to provide advisory, training, and Law Enforcement Agency customer support services to a CJIS Systems Agency

• Oversee, coordinate, and evaluates CJIS and national crime information system related training program activities to meet the mission requirements

• Train, advise, facilitate, and lead business and technology integration

• Support the DOJ where policy, technology, and system governance overlap regarding national crime information systems

• Provide CJIS and national crime information systems project and program management

Preferred Qualifications

Minimum 7 years demonstrated professional experience with:

• Understand the Law Enforcement business, processes, and workflows to ensure projects align with User Agency and DOJ needs and mission.

• Ability to liaise between LE business/mission functions and User Agencies at various levels of Government across Departments.

• Has customer (business) relationship skills.

• SME in CJIS and other national crime information system training and use

• Independently plans and carries out projects through to their conclusion.

• Experience at CJIS Systems Agency (state or federal) or as LEA employee responsible for CJIS and other national crime information system use and management

• Comprehensive knowledge of NCIC, NIS, NGI, N-DEx, ITSA, NSOR, NICS, and other criminal justice information systems

• Comprehensive knowledge of criminal justice information sharing platforms (e.g. Nlets)

• Comprehensive knowledge of state and federal laws, rules, and regulations pertaining to the collection, storage, and dissemination of criminal history record information

• Comprehensive knowledge of the methods of instruction, design of training materials, and principles of personnel development to include Training Course Development and/or Consultation, Training Program Coordination Activities

• Conducts Studies and Analyses on Course-Related Subjects, Training Course Delivery

• Comprehensive knowledge of FBI CJIS, NCIC, and NLETS rules and regulations, preferably direct service on related board, subcommittees, or task forces (e.g. APB, Security and Access Subcommittee, Information Technology-related task forces)

• Identify and implements course training requirements and learning objectives for training

• Knowledge of the CJIS audit program and procedures, preferably having direct experience performing CJIS program area audits on a large scale
