Job Title: Program Manager - SaaS Implementation

Overview: We are seeking a competent and experienced Program Manager to spearhead the implementation of a Software as a Service (SaaS) solution, replacing our current legacy system. This pivotal role requires meticulous planning, proactive management, and adept coordination with internal stakeholders and external vendors. The successful candidate will ensure the seamless execution of this critical project within the estimated 24-month timeframe.

Responsibilities:

Lead the planning and execution of an agency-wide core business system replacement project, adhering to PMI PMBOK Standards and the EIS Stage Gate process.
Develop comprehensive project plans, including artifacts required for EIS Stage Gate endorsements.
Prepare and maintain project documentation throughout the project lifecycle.
Collaborate with vendors to plan and coordinate implementation activities.
Conduct regular status reporting to both internal stakeholders and vendors.
Facilitate requirements discovery and document functional design specifications.
Oversee the development of essential project components such as the System Security Plan and Prototype Testing Plan.
Coordinate user acceptance testing readiness and execution.
Manage data migration, knowledge transfer, and training plans.
Ensure smooth project implementation and transition through Go-Live and project closeout phases.
Requirements:

Bachelor’s degree in a relevant field.
Minimum of 3-5 years of experience in planning and managing agency-wide core business system replacement projects.
PMI or PMP Project Management Certification.
Proficient in creating and maintaining project documents following PMI PMBOK Standards.
Strong interpersonal skills with the ability to communicate effectively with diverse stakeholders.
Proven track record of leading project teams and delivering results within scope, schedule, and budget.
Experience in change management, vendor management, and risk management practices.
Ability to adapt to changing project requirements and priorities.
Exceptional problem-solving skills with a proactive approach to issue resolution.
Demonstrated ability to motivate and inspire project teams towards achieving project goals.
