Description

The Vancouver Housing Authority (VHA) is seeking a talented Procurement Analyst to join our team and provide expert buying and contracting support for materials, services, supplies, and equipment. At the VHA we work closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. We provide affordable housing and housing assistance to low-income residents in Clark County.

Your skills and experience will support our mission as you:

  • Review and prioritize procurement requests, develop adequate specifications for procurements, and determine available sources of supply.
  • Engage in procurement planning with agency departments, identify goods and/or services required for efficient agency operations.
  • Determine appropriate course of action/procurement methodology, including but not limited to competitive bids, sole source acquisitions, request for bid proposals or direct negotiations.
  • Prepare, issue, and administer highly complex competitive solicitations such as Invitations to Bid (ITB) and Requests for Proposals (RFP) and ensure that goods and services are delivered in accordance with contract requirements.
  • Perform market analysis, needs assessments, and assist in the implementation of strategic contracting.
  • Analyze current procurement activities and recommend improvements through more efficient procurement methods, e-procurement, standardization, or cooperative purchasing.
  • Develop and monitor sustainability programs, promote vendor diversity and outreach programs, and assist in developing policy and/or procedure changes.

Pay and Benefits

  • The starting salary range of $68,024 - $78,227 per year based on experience. The full salary range for this position is $68,024 - $104,756 per year.
  • Full-time, exempt position.
  • Medical, dental, vision, life insurance, short-term and long-term disability insurance.
  • Benefits package also includes 9.53% paid into WA PERS by employer, 12 company paid holidays, and generous paid time off and separate sick time accrual.

Requirements

  • Bachelor’s degree in business, accounting, finance, or a related field and four years of full-time experience in a financial or administrative role; or
  • Associate in business, accounting, finance or related field and six years of full-time experience in a financial or administrative role; or
  • Six years of full-time experience in a purchasing or procurement specific role within the governmental or non-profit industry.
  • Certified Public Professional Buyer (CPPB) or Certified Purchasing Professional (CPP) is strongly preferred.
