Valiant Harbor International is Hiring a Program Analyst (Springfield VA) Near Springfield, VA

Valiant Harbor International is currently seeking a mid-level Program Analyst to support the National Geospatial Intelligence Agency (NGA) Research mission in Springfield, VA. The analyst will provide SETA support for R&D program planning, budget building, acquisition support, and financial execution of Research, Development, Test, and Evaluation (RDT&E) and Operations and Maintenance (O&M) funding. This support will aid the Program, Planning and Execution (PPE) team, Technical Offices, and Pods in the programmatic and financial aspects of new and existing programs, projects, and acquisitions. Note that this position requires candidates be located within reasonable proximity to Springfield, VA in order to support the NGA customer with on-site meetings and other in-person requirements daily. The mid-level Program Analyst will perform a combination of some or all of the following duties:
  • Assist in coordinating/managing R&D acquisition activities associated with solicitations and contract vehicles (BAA’s, SBIR/STTE programs, UARCs/FFRDCs, OT’s, etc.), to include drafting/reviewing associated documents (RFI’s, RFP’s, Source Selection, Special Notices, etc.).
  • Assist with new acquisition and follow-on contract activities, to include the production of information/documentation including (but not limited to) review and decision memorandums, market research, acquisition plans, cost estimates, SOW’s, PWS’s, etc.
  • Assist program teams in preparing/conducting quarterly and annual program reviews with leadership.
  • Utilize knowledge of RDT&E budget activity codes/policies in PPBE activities to assist teams in the preparation of program builds and budget submission processes.
  • Utilize your understanding of FAR/DFARS to execute RDT&E and O&M funding; create, edit, and/or assist in the development of associated Military Intergovernmental Purchase Requests (MIPR’s) and Interagency Agreement (IAA) documentation (i.e., SOW’s, PWS/s, IGCE’s, FS Forms 7600 A’s and B’s, etc.).
  • Ensure compliance with appropriations guidance and agency policies for grants, cooperative agreements, various contract types, etc.
  • Assist Technical Office Directors and Pods in forecasting, tracking, and updating the commitments, obligations, and expenditure data of RDT&E and O&M funding for prior fiscal year and current fiscal year office budget reviews; analyze and recommend budget adjustments to meet mission objectives.
Required Skills/Experience:
  • Knowledge and experience in R&D program development from concept inception to transition of technologies.
  • Experience or education in program management and an understanding of cost, schedule, and performance.
  • Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding.
  • Experience drafting, reviewing, and editing R&D SOWs, contracts, and agreements (i.e., Technology Transfer agreements, CRADAs, EPA, PIA, OTs) and other program documentation.
  • Ability to communicate effectively over multiple media types, schedule and facilitate meetings, and take actions independently.
Education Requirements:
  • BA/BS or MA/MS in a technical degree or with 36 credit hours in technology related curriculum; Desired: BA/BS or MA/MS in systems analysis, systems engineering, or systems management.
  • Greater than or equal to 10 years related work experience required.
Clearance Requirements:
  • Candidates for this position must currently possess a US DoD Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
