Duties

Support Director -Strategic Planning, Facilities, Operations & Staffing

Under the supervision of the Administrator of Audiovisual Production Services the incumbent supports and advises on Wilson Center AV facilities, staffing and technology. The incumbent of this position is able to support the AV Administrator in addressing the challenging systemic issues affecting media production equipment, procedures and audiovisual support software, hardware, networks, and desktop. Provides high-level advice in crafting and implementing a strategic plan, in line with Center priorities, that positions the Audiovisual team as a leading provider of top-level industry support services. Will serve as Acting Administrator and take on overall production management in the Administrator’s absence from the office.

Manage - Day to Day AV Support and Staff

The incumbent of this position is responsible for all event and studio audiovisual production for broadcast and web-based distribution. Manages and trains an active, engaged, and diverse AV staff team to ensure excellence of performance in accordance with all Wilson Center regulations and practices. Manages production including: staging, lighting, camera shots and switching protocols, audio strategy, staffing and scheduling, and is responsible for the design and management of the Center's archive of recorded material. Duties and responsibilities include explaining team goals and objectives to assigned team members and assisting teams in accomplishing the work; coaching, facilitating, solving work problems and participating in the work of the team, providing information to the Director of Audiovisual on the performance of the team and individual members; and communicating assignments, milestones and deadlines to the team.

Lead – Ongoing Training of AV Staff and Procedures

Incumbent will train and support AV staff in a wide range of production techniques and software for: video and audio recording and editing, video graphics, web conferencing applications, media switching and routing strategies, and work group production on a media SAN. Assists the audiovisual production support team’s ongoing technology research, helping develop and fine tune production strategies and policies, and ensure that production workflow and media file management are done to AV policy.

Services - Production

Incumbent is responsible for all media projects, services, and audiovisual support that include a wide variety of components impacting a local, national and international audience. Productions include audio podcasting and video production, event live video streaming, and promotional products. Video services include web and videoconference, social media video, and broadcast media support; public and private live event audiovisual support and hybrid event production; and related digital multimedia packaging, editing, duplication, and data archiving.

AVIP Expert in Media Production Networks

Incumbent will serve as expert in operation of all audio and video equipment as well as media related computer networks. The incumbent of the position is required to stay abreast of all technical and programming developments in the broadcasting and web streaming communities that might have a bearing on the Center's plans and projects. Must be highly trained in advanced AVIP practices including: Network design for media production, configurations and operations, including NDI, Dante, and Crestron NVX protocols.

Coordinate production schedule with External Relations Events Team

Incumbent works closely with the External Relations Events team and Programs to coordinate activities and boost both communications and quality of support service. The incumbent holds a primary focus on events and staffing schedules, including in the studio, to ensure maximum productivity without overbooking the capacity of AV staff and facility bandwidth. Audiovisual support requests are managed by the ER events team using a web-based application called Asana.

Qualifications

Basic Requirement

Must possess an undergraduate or graduate education in major study of photography, radio or television production, motion picture production, or other fields related to the position.

(Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.)

or

Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.

IS-13 Requirement

Must possess at least one year of specialized experience, equivalent to the IS-12 level in the Federal service, (obtained in either the public or private sectors). For this position, examples of specialized experience must include activities such as:

  • Skill in project, staff, facility, and office management in broadcast production environment.
  • Providing leadership to a staff in a broadcast production environment.
  • Experience in NewTek Tricaster production appliances, Media SAN operation, QSC audio mixers, and Yamaha QL series audio mixers, web video conferencing, and Interpretation IR equipment.
  • Skill in AVIP practices including: Network design for media production, configurations and operations, including NDI, Dante, and Crestron NVX protocols.
