US Public Buildings Service is Hiring a Building Services Specialist Near Charlotte, NC

Duties

The duty location of this position is in the Public Buildings Service (PBS) Blue Ridge Service Center (R4), Charlotte, NC, Raleigh, NC or Columbia, SC. The incumbent will be expected to report to the designated GSA facility daily/regular basis.

The duties of the Building Services Specialist include, but are not limited to:

  • Develops and implements strategies to optimize building performance and support investment decisions, assimilating varied information relating to overall physical condition of building, operating costs, lifecycle cost analysis and building efficiency in relation to energy and utilities measures, building systems and equipment, physical condition surveys, environmental risk indices, service call history, etc. Incorporates occupancy profile data in strategies developed and applies relevant playbook processes. Maintains and preserves the real property assets and prioritizes resources for investment and repairs/improvements to buildings such as minor and major repair and alteration projects. Identifies building and building systems deficiency status and approves short -term strategies for addressing deficiencies. Actively participates on asset teams providing information, negotiating priorities for asset needs of long term deficiencies such as building condition issues and acts on behalf of the Government as an advocate for the asset in the development of asset business plans.
  • Develops and authorizes contract and lease quality assurance support programs on behalf of the customer agency and in line with all applicable requirements with respect to contract support activities. In this capacity, administers and approves various types of contracts and can serve as either the Contracting Officer's Representative (COR) or the Contracting Officer's Technical Representative (COTR) on various contracts including but not limited to construction projects, building services (mechanical, custodial), design and construction projects and term contracts. Oversees contract activities and resources to proactively identify, mitigate and manage risk.
  • As related to lease enforcement responsibilities, supplies the information necessary to the Contracting Officer to make determinations for rental deductions. When performing quality assurance assignments, assesses the impact of all phases of the contractor's work on customers and their operations, simultaneously ensuring sensitivity to the customer's needs and the technical adequacy of the work being performed. Periodically visits leased and/or Federal sites to determine that work meets the contract requirements and project objectives. Reviews inspection reports submitted by GSA and/or contractor personnel (e.g., professional engineers, lessors, GSA customer service representatives, FAS quality assurance employees, etc.) to assure that completed projects comply with established specifications (as modified during project/construction phases) and safety codes and that the quality of work has been certified as meeting GSA standards. Provide appropriate and necessary follow up with customer agency, contractors, GSA project team members and management.
  • Operate as a technical specialist, working in collaboration with and in support to customers, proactively translating customer requirements into technical options and solutions, resulting in technical projects to address evolving customer workplace needs. Analyzes and monitors impact on building systems and equipment to determine facility capability in meeting customer needs. Prepares, reviews and/or considers lifecycle condition analysis and similar assessments and from those findings, integrates and quantifies requirements into a scope of work for the project. Review drawings and specifications, analyzing construction methods and techniques, for Federal office buildings and courthouses incorporating complex design features, unusual building materials and advanced building techniques. Reviews project plans and specifications to determine practicality from a construction standpoint. Advise appropriate employees of proper method and manner of specifying and designing the desired construction. Advise designer of proper construction procedures for complex construction procedures. As needed, observes and investigates construction at all stages for compliance with plans and specifications; interprets plans and specifications; and confers with contractors to resolve differences. Evaluates cost estimates to determine if costs are fair and reasonable and that all proposed work is in accordance with the scope of work requested.

This position has job functions that must be executed at an approved GSA federal building or leased space on a daily/regular basis. The official duty station/worksite for this position is a GSA federal building or leased space. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days.
If selected, you must meet the following conditions:

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

  • The incumbent must possess and maintain a valid driver's license.

The GS-12 salary range starts at $86,962 per year dependant upon location you are selected for.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience performing complex operational planning to direct and control daily operations overseeing and ensuring the execution of quality assurance programs for the assigned territory managing work performed by a staff who performs technical and analytical work applying diverse knowledge of highly complex and varied commercial building/facilities operational and maintenance systems and equipment. This experience must include: Developing, implementing, evaluating, and analyzing energy procedures and guidance related to the efficiency of commercial office buildings.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of Agency and Federal property management statutes, laws, desk guides and policies, the Federal Acquisition Regulations, Federal Management Regulations, and the General Services Acquisition Manual.
  • Knowledge of a wide range of building management principles, concepts and practices to operate, maintain and manage real property assets in a manner that provides quality building services at a reasonable cost and satisfies building tenants and customer agencies.
  • Knowledge of contract administration, procurement regulations, procedures, and practices together with a technical knowledge of occupancy management and design and construction projects policies and processes; a working knowledge of various concessions activities; and a working knowledge of heating, air conditioning, construction, and general building maintenance.
  • Knowledge of the building operating parameters (systems and equipment efficiencies, profitability, etc.), coupled with GSA and customer business requirements, and the ability to integrate those needs to identify and translate those requirements into asset recommendations for assigned buildings that optimize building functionality, usefulness and overall operations.
  • A wide range of real property management principles, concepts and practices to designing, constructing, operating, maintaining and managing real property assets in a manner that provides quality building services in accordance with contract parameters. Technical knowledge and competency in the areas of design, operation, maintenance and management of assigned building(s) and buildings systems required to provide quality building and related services through lease administration and contract review to meet customer agency requirements.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
