Duties

The Supervisory IT Specialist of Data Management is a valuable member of the Office of Inspector (OIG), Office of Innovation. As a first line supervisor over a subordinate staff, the incumbent:

  • Oversees the planning, coordination, development, and completion of complex and varied projects to extract, transform, and load data into relational and non-relational data stores.
  • Designs and oversees the implementation of complete data architectural solutions based on analysis of DHS OIG data requirements and specifications, including logical data models and physical structures, appropriate data repository, security controls, and methods of user interaction.
  • Monitors and oversees the virtual servers and applications within the OIG's Data Analytics Cloud System to ensure DACS is operating securely, efficiently, and effectively. Analyzes and plans for anticipated changes in data capacity requirements. Evaluates and provides recommendations on new database technologies.
  • Plans, directs, coordinates, leads, counsels, and evaluates subordinate staff.
  • Ensures the timely performance of a satisfactory amount and quality of work.
  • Reviews work products of subordinates and accepts, amends, or rejects their work.
  • Collaborate with OIG personnel to share knowledge, conduct interviews to determine data requirements, and negotiate access to data from external parties.
  • Documents intricate and difficult project objectives and scope and oversees project controls throughout the life cycle of projects.
  • Develops detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
**The selected applicant will be able to select one of the following OIG offices as their duty location: Oakland, CA; Denver, CO; Washington, DC; Miramar, FL; Atlanta, GA; Chicago, IL; New Orleans, LA; Boston, MA; Cherry Hill, NJ; Frisco, TX; and Houston, TX.

Qualifications

Minimum Qualifications for GS-14: You qualify for the GS-14 position if you possess one year of specialized experience at the equivalent to GS-13 grade level in the Federal service. Specialized experience at this level includes:
  • Experience maintaining a data repository (including designing how the data will be stored, consumed, integrated, and managed by different data entities and digital systems) and facilitating data extract, transform, and load processes for structured, semi-structured, and unstructured data sources.
  • Hands-on experience building cloud-native data capabilities.
  • Experience building, leading, coaching, and/or developing team members performing data architecture duties.
  • Experience managing or leading large and small data architecture projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
