Duties

Duties are listed at the full performance level, GS-13:

  • Performs work that is concerned with Agency information technology (IT) programs, providing advice and consultation on IT matters to Agency and Department officials.
  • Serves as a technical expert to communicate both verbally and in writing in order to present information to audiences with varying backgrounds in the IT field, prepare policies, guides, and procedures, as well as issue papers indicating study results and recommendation.
  • Serves as a liaison for the Agency on IT programs and services and makes recommendations to resolve issues in accordance with Agency methods, guidelines, and precedents.
  • Perform functional decomposition and design, implement, and support front-end and back-end software modules. Identify technical problems and supported technology infrastructure, take ownership for immediate corrective actions, and oversee problem resolutions.
  • Serves as a technical expert to advance knowledge of IT principles, concepts, and methods and skill in applying these to practical situations in managing IT systems in order to create both traditional and creative solutions for a variety of unique and recurring problems.
  • Provide full lifecycle support for all deployed systems/applications and new technologies on multiple networks and in cloud environments. Implements information security protections commensurate with the risk of potential harm resulting from unauthorized access of information systems.
  • Evaluates the effectiveness of existing programs. Identifying new processes, techniques, and procedures to upgrade and enhance protocols. Conducts evaluations, audits, and reviews. Gathers and analyzes findings, organizes documentation, consults with systems users, and develops recommendations used to identify and define system requirements.
  • Develops requirements that result in the reduction of costs and improvement of the quality of a wide range of customer business processes.
  • Perform other duties assigned.
Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in:

Conditions of Employment

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-12 includes:
  • Experience drafting, reviewing, editing, and providing input to written materials, including program guidance, informational/decision memoranda, program performance analysis and results, Service Level Agreements (SLAs), briefings, reports, etc.
  • Experience supporting efforts to drive to enterprise goals; developing a collaborative IT strategy, and coordinating a Governance Board structure.
  • Experience developing responses to inquiries from GAO, OMB, OIG or Congressional inquiries; contributing to analytical studies and cost-benefit analyses; and supporting presentations to senior level management.
Qualifying specialized experience for GS-13 includes:
  • Experience drafting, reviewing, editing, and providing input to written materials, including program guidance, informational/decision memoranda, program performance analysis and results, briefings, reports, etc.
  • Experience coordinating efforts to drive to enterprise goals; developing a collaborative IT strategy; coordination of a Board structure.
  • Experience developing responses for senior management to inquiries from GAO, OMB or Congressional inquiries; has addressed key performance reporting requirements for agency investments; contributes to analytical studies and cost-benefit analyses; and has supported presentations to SES level management.

In addition to the above, applicants must have IT-related experience demonstrating each of the four competencies listed below:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
