US Office of Inspector General is Hiring an Auditor (Performance) Near Oakland, CA

Duties

The Office of Audits (JA) has a goal of improving GSA, while simultaneously protecting the integrity of its operations. This office accomplishes its mission by identifying and reporting on the challenges facing GSA management. JA conducts programmatic performance audits of GSA's operations and activities, implementation reviews, and/or contract audits. The Office of Audits also oversees financial statement audits and compliance with the Federal Information Security Management Act (FISMA).

As an Auditor, your work will include the following responsibilities:
  • Serves on a team conducting routine audits to assist higher grade level auditors in determining areas of high risk during an audit.
  • Assists in planning and performing compliance audits in accordance with applicable audit standards.
  • Prepares detail audit work papers and reports to document the audit findings such as, audit objectives and related conclusions, deficiencies, and recommendations for corrective action.
  • Collects and compiles audit evidence from interviews, inquiries, and record reviews and data analyses.

If selected, you must meet the following conditions:

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Undergo and pass a background investigation (Tier 3 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year probationary period, if required.

Qualifications

The GS-9 salary range starts at $74, 642 per year. The GS-11 salary range starts at $90, 310 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, official transcripts will be required prior to appointment.

BASIC REQUIREMENTS FOR PERFORMANCE AUDITORS:

You must have either A or B:

A. Degree in auditing, or in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination (you must provide proof with your application); or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Additional Requirements for Qualification at the GS-11 level:
In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is work involving the identification and review of program data and comparing it to regulations, policy, procedures or other program criteria; and experience performing reviews in accordance with auditing standards.
OR
A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. To be creditable, such education must be in a course of study that directly reflects the job-related competencies necessary to perform the duties of this position.
OR
A combination of directly related graduate level education and appropriate specialized experience that together meet the qualification requirements of this position.

ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-9 LEVEL:
In addition to the Basic Requirements for Performance Auditors listed above, to qualify at the GS-9 level you must possess at least one of the following:

  • One year of specialized experience equivalent to the GS-7 level or higher in the Federal service. Specialized experience is 1. Assisting senior specialists in conducting complicated audits to assess the effectiveness and efficiency of an organization’s programs or operations; Or 2. Performing work consisting of systematic evaluations; Or 3. Conducting activities relating to the detection of fraud and waste. OR
  • A master's degree or equivalent graduate degree OR have completed two full years of progressively higher level graduate education leading to such a degree. OR
  • A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Additional information

This is NOT a remote position. Regularly scheduled telework is available; however, you must also report to the office location listed in the announcement at least three days per biweekly pay period.

Bargaining Unit status: Not Covered by a Bargaining Unit

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Professional knowledge of accounting and auditing principles and practices such as the Generally Accepted Government Auditing Standards.
  • Ability to conduct financial and performance audits.
  • Skill in the analysis of data and programs to identify operational problems and appropriate corrective actions.
  • Skill in conducting research into the laws, regulations, policies, and procedures governing a program or organization.
  • Ability to communicate orally in the environment of meetings, presentations, etc.
  • Ability to communicate in writing such as written reports, workpapers, etc.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 92 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
