Duties

The United States Space Force (USSF) Headquarters Space Force Command (HQSF), Chief Human Capital Office (CHCO) at the Pentagon is searching for a Director of Talent Acquisition (NH-0201-04).
Description:
The United States Space Force's (USSF) Chief Human Capital Office (CHCO) is recruiting for their Director of Talent Acquisition (S1CT) responsible for leading the innovative efforts for hiring, classification, compensation and outreach.
The stand up of a military department offers a very challenging, yet rewarding, experience to apply your transformation and out-of-the-box thinking in a fast-paced, ever-changing environment, forming and shaping each program. S1C is responsible for the design and management of civilian personnel policy and programs for the USSF; we are pathfinders, passionate about data and taking care of our Guardians. The Deputy Director is responsible for the coordination, integration and implementation of all policies, directives and strategy for the service.
Please read the requirements carefully, to be considered, you MUST have documented experience:
  • Directing, writing, implementing and interpreting civilian talent acquisition, hiring, staffing, classification and compensation policy under Title 5
- Data first - proven ability to analyze complex datasets and derive actionable insights.
  • Translating strategic objectives into actionable plans and initiatives
  • Experience navigating, writing, implementing and/or interpreting human capital-related Congressional requirements
  • Planning, budgeting and resourcing programs
  • Leading in a hybrid and/or remote environment
  • Working at a headquarters/Title 10 military department or headquarters of another federal agency headquarters

About the organization:
S1C cares about ensuring your work and family/personal life are well balanced and are supportive of a flex schedule. S1C is comprised of 4 branches and oversees the policy, programs and performance for the Headquarters, 3 Field Commands, 2 Direct Reporting Units, and the Enterprise Talent Management office in more than 120 geographical locations world-wide. This position is a supervisory position that reports to the S1C Director; who reports to the Chief Human Capital Officer (SES, Tier 3). The CHCO is a direct report to the Chief of Space Operations (4 Star General).
Key Skills and Abilities:
1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as talent management, recruitment/accessions, retention, training, development, succession planning, workforce planning, workforce shaping, performance management, succession planning, dress and appearance, recognition, competency management, employee/labor relations, discipline, benefits and entitlements or other programs related to personnel management within the federal government.
2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.
3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
4. Skill in conducting reviews and analyzing data and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5. Ability to communicate, both orally and in writing, to the appropriate audience level. Establish and maintain effective and positive working relationships.
6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.

  • This position on-site and eligible for telework, 2-4 days per pay period. Remote work eligibility is conditions based.
  • PCS funding is available
