US National Oceanic and Atmospheric Administration is Hiring an IT Specialist (INFOSEC) Near Honolulu, HI

Duties

As an IT Specialist, you will perform the following duties:

  • The incumbent is a member of the National Weather Service (NWS) Pacific Region System Operating Division (SOD), IT Branch, reporting directly to the Information Technology Branch Chief. Applies policy and planning concepts and practices, interrelationships of multiple IT disciplines; performance management and measurement methods and tools; and project management methods to work with others to establish priorities for IT investments and to establish metrics and associated performance measurement tools. Ensures IT systems are compliant with the Federal Information Security Management Act. This is accomplished by meeting National Institute of Standards and Technology (NIST) control requirements for the System's Security Category defined by the FIPS199 (Standards for Security Categorization of Federal Information and Information Systems).
  • Serves as senior advisor to Pacific Region Senior Management on all IT security matters. Promotes awareness of security issues among management and ensures sound security principles are reflected in the organization's visions and goals. Provides system security oversight to ensure systems/networks are operated and maintained in accordance with regulatory guidelines and in-house implemented policies and procedures. The incumbent formulates, determines, and influences policy and procedures for IT security at the Regional and National levels to ensure information systems reliability and accessibility and to prevent, protect, and defend against unauthorized access to systems, and confidentiality of critical systems, networks, and data.
  • Analyzes and evaluates work concerned with integrated systems of computer programs and/or computer equipment. Applies available technologies and basic management principles to adapt computer methods to a variety of subject matter situations. Responds to and resolves problems with software, hardware and systems management. Responds to field/customer IT inquiries and requests. Serves as Regional focal point between system administrators and NOAA Computer Incident Response Team (NCIRT) regarding incident mitigation.
  • Tracks and maintains Regional IT procurements and manages Regional software licensing. Conducts detailed analysis of security requirements for new systems or modification to existing systems. Recommends security requirements from Federal, Department of Home Security (DHS) and regulatory guidance, higher level policies, and system unique concerns. Supports subject matter users by developing or designing applications for computers and/or in selecting, or assisting in selecting computer equipment. Oversees/performs equipment installation or relocation, testing and acceptance processes.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Coordinating and implementing cybersecurity measures to protect computer systems, networks, and data;
  • Communicating effectively to convey technical information to non-technical stakeholders; and
  • Providing cybersecurity guidance to staff to increase awareness and compliance with security policies.
AND

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
